THAT'S THE CULMINATION OF, UH, FOUR BUDGET WORKSHOPS. AND, UH, WE, UH, HAD A, UH, PRELIMINARY GENERAL FUND BUDGET IN THE AMOUNT OF $23.45 MILLION IN A CAPITAL BUDGET. AND THE AMOUNT OF 17.14 TOTAL BUDGET OF 48.615, THERE HASN'T REALLY BEEN, UH, ANY NOTEWORTHY CHANGES SINCE THAT MEETING ON NOVEMBER 17TH TO THE FINAL BUDGET TONIGHT. UM, NOTHING NOTEWORTHY THAT WOULD REQUIRE ANY CHANGES. SO THE BUDGET STANDS AS IT WAS PRESENTED ON NOVEMBER 17TH OF, UH, OF A $48.62 MILLION BUDGET. THAT'S ABOUT 17 MILLION IN CAPITAL. SO YOU'RE, YOU'RE SEEING A GEN, THE BREAKDOWN, THE GENERAL FUND OF A 22.4 MILLION, THE LIQUID FUELS OF A MILLION DOLLARS. UM, PARKS AND REC, UH, OF ABOUT THREE POINT, UH, ONE FIVE WE'RE TALKING REVENUES HERE, REVENUES THAT ARE COMING IN, UH, AND THE SEWER ENTERPRISE 7.3 MILLION AND THE CAPITAL EXPENDITURE AROUND FIVE AND EMS CAN GO OVER TO THE EXPENDITURE TABLE, UH, WILL SHOW, UM, GENERALLY THAT, THAT THOSE BUDGETS PRETTY MUCH, UH, PRETTY MUCH BALANCED. YOU KNOW, WE'VE ALWAYS ENJOYED MARGINAL INCREASES IN OUR TAX BASE EVERY YEAR. LAST YEAR WAS KIND OF A, UH, A, A, UH, A, UH, SHOCK, UH, THAT WE HAD AN ACTUAL DECLINE IN OUR, UH, IN OUR REAL ESTATE, UH, TAX BASE. THIS JUST TAKES, UH, THE TOTAL OF ALL THE TOP 15 PROPERTIES. UM, IN, UH, 2021, WE HAD ABOUT $623 MILLION WORTH OF ASSESSED COMMERCIAL PROPERTIES THAT WENT DOWN BY ABOUT 66, UH, MILLION DOLLARS. AND THAT PERIOD OF ONE YEAR, WE'RE HOPING THAT THE BLEEDING HAS STOPPED WE'RE, WE'LL BE MONITORING IT CAREFULLY. THIS ALSO HAS A KIND OF A RICOCHET EFFECT ON OUR EIT COLLECTIONS BECAUSE PEOPLE AREN'T WORKING IN TOWN ANYMORE THAN WORKING REMOTELY, WHICH WE DON'T COLLECT AT EIT. SO QUESTION? NO. OKAY. SORRY. OKAY. THE SEWER OPERAT, UH, MOVING ONTO THE SEWER OPERATING REVENUES, UM, UH, THIS IS A PRETTY MUCH STA STATIC BUDGET. STATIC BUDGET, ABOUT 7.3 MILLION IN, UM, IN EARNINGS AND 7.3 IN EXPENDITURES. UM, I THINK WE ARE, WE'RE NOT PROPOSING ANY INCREASE IN THE, UH, SEWER RATE. I THINK IT'S 83 50 PER QUARTER 86. 86 50 PER QUARTER. THAT AVERAGES OUT TO BE ABOUT 2220 $3, UM, PER MONTH. SO WE'RE STILL VERY AMONG THE LOWEST, UM, UH, LOWEST TAILS WITH THE LOWEST RATES. UM, DO WE HAVE AN, DO WE HAVE AN INCREASE THIS YEAR IN THE SURVEY INCREASE THIS YEAR? SO THE, UH, LOW CROP, THEY DID NOT RAISE THEIR RATES EITHER. THERE WAS SEWER RATES, YEAH, I DON'T KNOW. LOWER PER VALLEY THE L-P-V-R-A? NO, THERE WAS NO ADJUSTMENT TO READ. AND, UH, WE HAVE AWARDED RIGHT NOW ABOUT $5.64 MILLION IN AWARDED GRANTS. THIS IS, THIS IS MONIES THAT, UM, OFFSET SOME OF OUR, UM, MATCHING FUNDS FOR SOME OF OUR PROJECTS. UH, WE HAVE $2 MILLION IN GRANTS IN THE, UH, PIPELINE AND WE ARE AWAITING WORD ON ABOUT $10.8 MILLION IN GRANTS. SO, UH, WE'RE, WE'RE LOOKING AT AROUND CLOSE TO 17 IN GRANTS NEXT SLIDE. AND THIS SHOWS, UM, KIND OF A, A PIGGYBACKING ON THAT COMMERCIAL ASSESSMENT REDUCTION. UH, WE'RE NOT LOOKING AT ANY CHANGE IN OUR LEVY. UH, LEVY WILL REMAIN THE SAME AT 0.3 FOR EMS 1.65 FOR FIRE [00:10:02] AND EMERGENCY PROTECTION AND 0.8 FOR GENERAL AND POLICE SERVICES. SO EVEN THOUGH OUR, UH, ACCOUNTS ARE GOING DOWN, OUR, OUR REVENUES ARE GOING DOWN, UH, WE ARE LOOKING AT MAINTAINING THAT LEVY AT 2.75 NEXT TO THE SLIDE. AND JUST TO GIVE YOU AN IDEA OF WHERE WE RANK, UM, WE STILL HAVE, WHEN YOU FACTOR THE SCHOOL TAX, COUNTY TAX, LOCAL TAX, WE STILL HAVE, DESPITE THE FACT THAT SPRING FORD'S BEEN INCREASING THEIR TAXES IN THE SCHOOL DISTRICT, WE STILL HAVE THE WELLNESS VILLAGE, UH, IN OUR REGION COMPARED TO LIME CLARK, PROVIDENCE PER EVEN WITH TRAP AND ROYERS FOR TRAP AND ROYS FOR PER WHO HAVE NO POLICE DEPARTMENT. SO, AND THERE, AND YOUR PACKETS IS A RESOLUTION, WHICH, UM, I THINK THAT'S HIS BUDGET TO BID. SO WE'LL REMIND YOU THAT, UM, THIS IS ALL GONNA HAVE TO GO THROUGH FULL LAND DEVELOPMENT APPROVAL. SO THIS IS CERTAINLY NOT THE LAST TIME THAT YOU'RE GONNA RIGHT HEAR ABOUT THIS PROJECT IF, IF YOU CHOOSE TO, TO MOVE FORWARD OR TO CHOOSE TO MOVE THE AGREEMENT FORWARD. OUR MOTION TONIGHT WOULD BE JUST ON ADOPTING THE, UH, CONDITIONS FOR ALTERING THE LEASE OR, SO THE TERMINATING THE LEASE. THE ONLY THING THAT YOU WOULD BE VOTING ON TONIGHT IS THE MEMORANDUM AGREEMENT, WHICH IS ESSENTIALLY JUST MEMORIALIZING THE AGREEMENT WITH THE DEVELOPER IN TERMS OF THAT, THAT WE WOULD AGREE TO AMEND THE LEASE FOR THEM TO DEVELOP THE PROPERTY AS CONTEMPLATED IN THE AGREEMENT, BUT THEY WOULD STILL NEED TO GO THROUGH FULL LAND DEVELOPMENT APPROVAL. SO THIS, THIS DOESN'T GRANT ANY WAIVERS, IT DOESN'T GRANT ANY LAND DEVELOPMENT APPROVAL AT THIS POINT. THIS IS, THIS IS JUST SAYING, YOU KNOW, WE, WE AGREE ON THIS NUMBER OF UNITS. RECOGNIZE THAT YOU'RE PROBABLY GONNA NEED A FEW WAIVERS RELATED TO SOME, SOME STREETS WORK. UM, I MEAN, ALLISON, FEEL FREE TO JUMP IN IF YOU HAVE ANY OTHER DETAILS YOU THINK ARE IMPORTANT TO RAISE.
