UH, WE HAVE A SPECIAL PRESENTATION, BUT BEFORE WE GET TO THAT, I WANTED TO, UH, SAY A WORD OF THANK YOU TO THE FOLKS IN PUBLIC WORKS.

THE FOLKS IN THE, ON THE POLICE DEPARTMENT, AND IN PARTICULAR THE FOLKS IN, UH, FIRE AND EMERGENCY SERVICES.

UH, TUESDAY THE SEVENTH, WE HAD A TRUCK FIRE OUT HERE ON 4 22 THAT, UH, TURNED OUT TO BE MORE THAN JUST A, A SIMPLE TRACTOR TRAILER FIRE.

IT WAS A TRACTOR TRAILER LOADED WITH, UH, ELECTRONIC EQUIPMENT THAT WAS GOING TO A RECYCLER, WE BELIEVE IN BERKS COUNTY.

AND, UH, IN THAT TRUCK THERE WERE STEEL DRUMS, I THINK 16 OF 'EM, WAS IT 16 OR 18? 1855 GALLON DRUMS FILLED WITH, UH, LITHIUM ION BATTERIES.

AND THAT WAS THE SOURCE OF THE FIRE.

AND, UH, IF YOU MIGHT NOT KNOW, BUT THOSE THINGS PUT OUT A TREMENDOUS AMOUNT OF TOXIC SMOKE AND OFFGASSING.

AND I WANTED TO THANK OUR EMERGENCY SERVICES FOLKS FOR QUICKLY ASSESSING WHAT WAS IN THE TRUCK BECAUSE IT WAS NOT MARKED PROPERLY.

AND I'LL JUST SAY THE BILL OF LADING WAS, UH, NOT SPECIFIC RIGHT NOW.

I THINK THAT'S FAIR TO SAY.

SO ANYWAY, WE WERE ABLE TO DETERMINE WHAT, WHAT IT WAS AND COME UP WITH A SOLID PLAN TO KEEP IT AS CONTAINED AS POSSIBLE AND THEN AS QUICKLY AS POSSIBLE, EXTINGUISH THAT FIRE.

AND IT WAS A TOWNSHIP WIDE EFFORT.

AND THE REASON WE HAD TO CLOSE THE ROAD FOR THE ENTIRE DAY, AND MOST OF THE EVENING WAS AFTER WE EXTINGUISHED THE FIRE, THEN ALL OF THAT MATERIAL HAD TO BE REPACKED, PROPERLY , AND SENT ON ITS WAY.

SO ANYWAY, I JUST, I WANNA THANK THE CHIEF AND I WANT TO THANK HIS, UH, TOM DEMLING WHO WAS OUT THERE.

AND I WANT TO THANK A GUY WHO WE DON'T TALK ABOUT, AND YOU CAN TELL HIM TO WATCH THE VIDEO TO HEAR THIS.

BUT DAN SCHAEFER IS OUR MANAGE EMERGENCY MANAGEMENT COORDINATOR IN TOWNSHIP.

AND I'M GONNA TELL YOU WHAT, HE IS ABSOLUTELY TOP SHELF, FIRST CLASS, AND I, I NOT, NOT ONLY IN IN INCIDENTS LIKE THIS, BUT I BELIEVE HE'S ACTUALLY CHANGING THE CULTURE OF TOWNSHIP GOVERNMENT AND THE TOWNSHIP ITSELF TOWARDS SAFETY AND EMERGENCY PREPAREDNESS.

SO TELL DAN A BIG THANK YOU FOR ME, AND, UH, I APPRECIATE THE WORK YOU GUYS DID.

IT WAS OUTSTANDING AND THIS COULD HAVE TURNED INTO A HUGE HEALTH AND ENVIRONMENTAL DISASTER FOR US, BUT IT DID NOT BECAUSE OF THE EXPERT WAY IN WHICH OUR, OUR FIRE COMPANY HANDLED THIS.

SO ANYWAY, WE'LL GET ON WITH THAT.

I'M GONNA ASK AL V KNOWS HE TO COME DOWN FRONT.

AND CHIEF RUSSELL AND I HAVE SOMETHING WE'D LIKE TO PRESENT.

SHE, I NOT GONNA MAKE YOU TAKE, WE INHOUSE NEXT TO THE UPPER PROVIDENCE TOWNSHIP FIRE AND EMERGENCY SERVICES FACILITY.

THIS PLAQUE IS PROUDLY DEDICATED TO ALBERT VAGNOZZI IN GRATEFUL RECOGNITION OF HIS INSTRUMENTAL ROLE IN ESTABLISHING ROBUST FIRE AND EMERGENCY MEDICAL SERVICES FOR THE RESIDENTS OF UPPER PROVIDENCE TOWNSHIP.

THROUGH HIS LEADERSHIP, FORWARD LOOKING AND UNWAVERING COMMITMENT TO PUBLIC SAFETY, HE HELPED TURN A VITAL COMMUNITY NEED INTO A LASTING REALITY, STRENGTHENING EMERGENCY SERVICES AND SAFEGUARDING GENERATIONS TO COME.

SO YEAH, SHAKE YOUR HAND, KISS DOWN, .

AND, UH, I JUST WANTED TO SAY FOR YOUR OTHER WORDS, WHEN I FIRST CAME ON THE BOARD, AL WAS VERY GENEROUS WITH HIS TIME AND HIS KNOWLEDGE IN GETTING ME UP TO SPEED ON ALL OF THE THINGS RELATED TO FIRE AND POLICE AND AMBULANCE.

AND NOT ONLY DID AL WORK CLOSELY WITH, WITH, UH, UM, UH, SUPERVISOR KELSEY ON THE FIRE DEPARTMENT AND GETTING THE FIREHOUSE BUILT AND BUILDING OUT OUR EMERGENCY SERVICES DEPARTMENT.

BUT, AND THEN AFTER THAT WE WENT AND FOUND A BETTER AMBULANCE, UH, VENDOR TO BE OUR PRIMARY AMBULANCE SUPPLIER IN THE TOWNSHIP.

AND WE'VE GONE ON AND STRENGTHENED THAT COMPANY AND I, I JUST COULDN'T BE DELIGHTED.

I I, I WILL TELL YOU, YOU'RE NEVER SAFER THAN WHEN YOU'RE IN UPPER PROVIDENCE AS FAR AS EMERGENCY RESPONSE GOES.

WE, I THINK ARE, ARE THE BEST IN THE REGION, AND THAT'S ON BOTH SIDES OF THE RIVER.

AND IT WAS, IT WAS ACCOMPLISHED HERE.

AND IT FEELS RIGHT.

THIS TOWNSHIP IS WELL PROTECTED BECAUSE IT WASN'T, AND A LOT OF COMMUNITIES KNEW TO IMPROVE.

I JUST, REAL QUICK STORY.

UM, I WAS A POLICE DISPATCHER IN 1989 IN UPPER MERION POLICE.

AND I USED TO ANSWER THE PHONE 'CAUSE THERE WAS NO NINE ONE ONE.

THEN I USED TO ANSWER THE PHONE IN THE MIDDLE OF THE NIGHT, HEART ATTACK, WHATEVER THE ISSUE WAS.

AND I WOULD DISPATCH THE AMBULANCE AND A COUPLE, UH, WITHIN SECONDS THE PHONE WOULD RING AND IT WOULD BE, UH, AN AMBULANCE PERSON WHO WE WOKE UP AND A GUY NAMED PETE, AND I DON'T EVEN KNOW HIS LAST NAME.

HE WOULD CALL ALL THE TIME, OKAY, I'M, I'M LEAVING.

HE WOULD LEAVE HIS BED TO GO GET THE AMBULANCE TO GO TO RESPOND TO YOU.

AND 'CAUSE THAT WAS NIGHTTIME.

AND THAT WAS NOT UNUSUAL UNTIL ACTUALLY RECENTLY.

SO, UH, DAYTIME YOU WERE GREAT, BUT IN THE MIDDLE OF THE NIGHT, UM, YOU HAD A PROBLEM.

SO, UM, THAT WAS MY, MY MOTIVATION HERE TO DO THAT, TO, UH, TO IMPROVE THE SERVICE.

AND, UH, I SAID MANY TIMES WE EITHER HAVE A FIRE DEPARTMENT AND AMBULANCE, OR WE DON'T.

AND I APPRECIATE ALL OF YOU HERE, THE, AND THE, AND THE TOWNSHIP MANAGERS AND AND WHATNOT THAT YOU LISTENED TO ME.

UM, AND, YOU KNOW, AND, AND WE, WE MADE THE RIGHT DECISION AS A GROUP.

SO, AND THAT BUILDING IS, IT'S MAGNIFICENT AND IT'S DOING ITS JOB.

UM, I THINK THE BOARD IS FAMILIAR WITH THIS SITE AT 1000 CAMPUS DRIVE.

WE WERE HERE EARLIER THIS YEAR, UM, PROPOSING A ZONING CHANGE ON THIS SITE.

UM, THAT IS UP ON YOUR SCREEN RIGHT NOW.

UM, THE, THE PROPERTY, IF THE BOARD RECALLS, IS CURRENTLY IMPROVED WITH A VACANT OFFICE BUILDING, UM, WHICH WAS PREVIOUSLY USED BY IRON MOUNTAIN.

UM, THE PROPERTY ITSELF IS ALSO APPROVED, UM, UNDER A MASTER PLAN SCENARIO FOR EXPANSION.

UM, OF THE SQUARE FOOTAGE OF THE EXISTING OFFICE BUILDINGS CURRENTLY APPROXIMATELY 80,000 SQUARE FEET, IT COULD HAVE BEEN, UH, DEVELOPED UP TO 150,000 SQUARE FEET, UH, WITH A, WITH STRUCTURED PARKING.

UH, WE WERE HERE EARLIER THIS YEAR TO TALK TO YOU ABOUT THE SITE AND AT THAT TIME WE WERE PROPOSING, UM, TWO TYPES OF TOWNHOUSE DWELLING UNITS ON THE SITE.

120 UNITS WERE PROPOSED, UM, IN TWO DIFFERENT, UH, TYPES.

ONE BEING STACKED TOWNHOUSES AND ONE BEING MORE TRADITIONAL TOWNHOUSES, WHICH WE HAD ADJUSTED THROUGH THE COURSE OF OUR CONVERSATIONS TO HAVE A OWNER SUITE ON THE FIRST FLOOR SO THEY, THAT THEY WOULD BE AGE TARGETED.

UM, THE, UH, PLAN THAT YOU'RE SHOW SEEING ON THE SCREEN TONIGHT, AND THERE WERE TWO THINGS THAT WE HAD HEARD FROM YOU AT THAT MEETING, I SHOULD SAY.

THE FIRST WAS THAT YOU THOUGHT, UH, WHAT WE WERE PROPOSING WAS TWO DENTS AND THE SECOND BEING, UM, YOU KNOW, STACK TOWNS VERSUS, UM, TARGETING EACH TARGETED TYPES OF UNITS GIVEN THE IMPACT ON SCHOOL SYSTEM.

SO THE PLAN THAT YOU'RE SEEING IN FRONT OF YOU TONIGHT REDUCES THE TOTAL DWELLING UNIT COUNT BY 50 UNITS.

UH, SO THAT GOES DOWN FROM 120 TO 70 UNITS, AND ALL OF THE UNITS THAT ARE SHOWN ON THIS PLAN WOULD BE AGE TARGETED WITH AN OWNER SUITE ON THE FIRST FLOOR.

UM, IN GENERAL, JUST LIKE THE PLAN WE SHOWED YOU PREVIOUSLY, UM, THERE ARE TWO ESTABLISHED ACCESS POINTS TO 1000 CAMPUS DRIVE.

AND, UH, YOU KNOW, AND AGAIN, WITH NO AMENITIES HERE, SO THIS WILL, I IMAGINE THESE ARE STILL GONNA BE OCCUPIED BY PEOPLE WITH SCHOOL AGED CHILDREN FOR THE MOST PART.

AND, UH, SO THERE, THERE'S STILL THAT BURDEN ON THE SCHOOL DISTRICT.

AND, UH, SO I, I I WOULD, I PERSONALLY WOULD LIKE TO SEE YOU RECONSIDER TO GO TO AGE RESTRICTED AND TO PUT SOME TYPE OF AMENITY ON THE PROPERTY.

UM, NOW STACK TOWN HOMES AGAIN, PROBABLY DON'T WORK FOR, FOR AGE RESTRICTED, BUT, YOU KNOW, THERE ARE SOME REALLY NICE AGE RESTRICTED COMMUNITIES ALREADY IN UPPER PROVIDENCE THAT YOU COULD MODEL AFTER.

UM, REGENCY WHITE SPRINGS, UH, REGENCY HILLS AND REGENCY OF PROVIDENCE DOWN EACH OF ROAD ARE ALL THREE VERY FINE EXAMPLES.

SO JUST FOR ME, I, I WOULD ENCOURAGE THAT.

WHAT WHAT DID THE, UH, PLANNING COMMISSION HAVE TO SAY ABOUT THIS, JEFF? THEY REALLY DIDN'T, UM, OFFER TOO MUCH.

UM, AND THIS SITE IS ONLY APPROXIMATELY 18 ACRES.

UH, AND PURSUANT TO YOUR SUBDIVISION AND LAND DEVELOPMENT ORDINANCE, WE DID SUBMIT OUR APPLICATION FOR TENTATIVE SKETCH PLAN APPROVAL.

IT WOULD PUT THE TWO DRIVEWAYS LIKE IMMEDIATELY ADJACENT TO EACH OTHER.

THIS LOCATION ALSO ALLOWS A LITTLE BIT AS MUCH AS THE FRONTAGE OF THE PROPERTY ALLOWS OF LIKE A, A TURNING LANE TO GET SOME OF THE CARS OFF OF RIDGE PIKE QUICKER AS THEY SLOW DOWN TO HAVE LESS OF AN IMPACT.

UM, IT'S GONNA BE A BUNCH, I DON'T KNOW HOW I THINKING IT COULD GET CHAOTIC DOWN THERE WHERE YOU'RE VACUUMING THE CAR OUT AND THEN PEOPLE ARE COMING OUT OF THE CONVEYOR BELT THING.

SO, UH, THEY RECOGNIZE THAT THERE'S A LOT THAT WENT WRONG HERE FROM WAY, WAY BEFORE THEY CAME TO US.

UM, WE DID A WHOLE LOT OF THINGS RIGHT.

WE CERTAINLY MADE SOME MISTAKES.

WE'RE GOING TO HAVE A, UM, AFTER ACTION REVIEW WITH THE DEPARTMENTS THAT WERE THE PRIMARY DEPARTMENTS THAT WERE WITH US, UH, TO GO OUT WHEREVER.

THERE'S A LOT OF PEOPLE THAT ARE ASKING.

I'VE BEEN CONTACTED BY A LOT OF OTHER DEPARTMENTS, UM, ASKING WHAT WE DID AND HOW WE DID IT.

SO WHAT WE THOUGHT WAS RIGHT A YEAR AGO IS DIFFERENT TODAY AND WILL PROBABLY BE DIFFERENT TOMORROW, WHICH IS WHY THE, WHY THERE'S SO MUCH INTEREST IN LEARNING FROM WHAT HAPPENED HERE.

UM, I'M, I'M CONFIDENT THAT THE AMOUNT OF WATER WE PUT ON THERE IS WHAT KEPT EVERYTHING ELSE COOL ENOUGH TO NOT ALLOW THERMAL, ADDITIONAL THERMAL RUNAWAY.

UM, BUT IT CERTAINLY IS, IT'S A CHALLENGE.

WE HAVE, WE PURCHASED, WE'RE IN THE PROCESS OF PURCHASING, UH, KITS THAT THE RESIDENTS CAN GET IF THEY HAVE BATTERIES FOR COMPUTERS AND OUR RECOMMENDATIONS SOON.

THEY CALLS, TAKE 'EM OUTSIDE, TAKE 'EM AWAY FROM EVERYTHING, LET 'EM SIT OUTSIDE.

WE BRING THE KITS OVER AS LONG AS THEY HAVEN'T GONE INTO A THERMAL RUNAWAY AND THEY'RE, THEY'RE SWOLLEN AND, AND YOU'RE GONNA SEE MORE AND MORE OF THEM.

WE WERE ABLE TO CLOSE IT.

SO WE HAVE HERE A TENTATIVELY BALANCED BUDGET, UH, OF, IN THE, IN THE GENERAL FUND OF, UH, 23, UH, $0.4 MILLION IN REVENUES AND EXPENDITURES.

UM, WE STILL ARE KIND OF IN A HOLDING PATTERN NOW TO SEE WHAT HAPPENS WITH THE, UH, OPEN SPACE REFERENDUM.

GENERALLY IN A NORMAL BUDGET YEAR, WE'D BE, UH, UH, PROBABLY DOING THE PRELIMINARY BUDGET PROBABLY WITHIN THE NEXT WEEK OR SO.

BUT WE DON'T KNOW UNTIL THEY, THAT THAT ISN'T OUR MIND.

AND I JUST WANT TO COMMIT ALL THE DEPARTMENT HEADS.
