UM, THIS IS GREAT NEWS, UM, AND THERE'S A LOT OF DESERVING PEOPLE HERE TODAY.

AND WE'RE HERE FOR ONE SPECIFIC REASON, AND THAT'S FOR A LIFE SAVING AWARDS THAT WE'LL BE PRESENTING TO NINE OF OUR FIRST RESPONDERS.

UM, ON AUGUST 30TH, 2020 4, 10 50 7:00 PM THE UPPER PROVIDENCE FIRE POLICE DEPARTMENT SENT FRIENDSHIP.

AMBULANCE WERE DISPATCHED TO RESIDENCE ON EAGLE ROAD FOR A MALE REPORTED TO BE IN CARDIAC ARREST.

THE CALLER WAS ON THE PHONE WITH THE NINE ONE ONE TELECOMMUNICATOR, WHO WAS MYSTIQUE ROBINSON, WHO WAS PROVIDING INSTRUCTIONS TO THE CALLER ON HOW TO DO CPR.

CORPORAL SCHWARZ AND OFFICER BAKER FROM THE POLICE DEPARTMENT ARRIVED ON LOCATION AND CONTINUED CPR AND BEGAN TO SET UP THE A ED, THE CREWS FROM, UH, SQUAD 68, CAPTAIN KELLI, FIREFIGHTER, EMT, RUGER, MCGUIRE, AND MUL, ALONG WITH FRIENDSHIP, AMBULANCE, CREW, PARAMEDIC, MED SAC, AND A EMT BOILING ARRIVAL ON LOCATION.

SHORTLY AFTER ALL, THE FIRST RESPONDERS CONTINUED PROVIDING LIFESAVING CARE, TEARING THE PATIENT TO ANIMALS AND TRANSPORTING HIM TO THE HOSPITAL.

AS A RESULT OF THE SKILL, KNOWLEDGE, AND TEAMWORK FROM EVERY EVERYONE INVOLVED, THE PATIENT SUCCESSFULLY RECOVERED FROM US, NORMALLY FADE AWAY VAN AND IS HERE TONIGHT.

I BELIEVE THAT, UM, OUR PATIENT'S WIFE WOULD LIKE TO SAY A FEW WORDS.

GOOD EVENING.

MY NAME IS SUE CHOI, AND I'M HERE TO SAY THANK YOU TO THE HONORED SERVICE MAN AND WOMAN WHO SAVED MY HUSBAND'S LIFE ON THE EVENING OF AUGUST 30TH, 2024.

THANK YOU TO THE UPPER PROVIDENCE FIRE DEPARTMENT, POLICE DEPARTMENT, FRIENDSHIP, AMBULANCE, AND THE MONTGOMERY COUNTY OF PUBLIC SAFETY.

UM, THE LIFESAVING ACTIONS AND GREAT RESPONSE WAS CRUCIAL AND THE MOST IMPORTANT PART OF EDMOND'S, FULL MEANINGFUL RECOVERY.

SO IT WASN'T GONNA CRY, , WHERE'S MY FRIEND? UM, SO I'VE TOLD THE STORY OF THIS MAJOR LIFE EVENT MANY TIMES TO FAMILY, FRIENDS, ANYONE WHO WILL SIT AND LISTEN TO MY STORY.

UM, AND WHAT REMAINS THREADED IN EACH AND EVERY ONE OF THOSE STORIES THAT I SHARE IS THE GRATITUDE.

AND EVERY STORY STARTS AND ENDS THE SAME.

I NEVER LEAVE OUT THE BEGINNING, STARTING WITH THE CALL TO NINE ONE ONE WHO KEPT ME FOCUSED ON WHAT NEEDED TO BE DONE, AND THE TEAM OF RESPONDERS THAT QUICKLY EMERGED AND SWIFTLY MOVED TO GET MY HUSBAND TO PHOENIXVILLE HOSPITAL.

I KNOW IT FELT LIKE FOREVER WAS JUST A MATTER OF MINUTES.

AND THE STORY CONTINUES WITH THE LEVEL OF CARE AND SUPPORT MEDICALLY THAT WE'VE RECEIVED FROM PHOENIXVILLE AND LEHIGH COUNTY HOSPITAL.

AND THEN THE STORY ALWAYS ENDS.

IT ALWAYS ENDS WITH THE GREATEST GIFT THAT WE HAVE, WHICH IS THE MIRACULOUS RECOVERY OF MY HUSBAND, EDMOND.

WE KNOW THIS IS ONLY POSSIBLE BECAUSE HE LITERALLY DIDN'T MISS A BEAT DUE TO YOUR SERVICE ACTIONS AND RESPONSE.

AND FOR THAT, WE ARE FOREVER GRATEFUL, AND I'M SO GRATEFUL TO NOW KNOW YOUR NAMES AND FACES.

SO, YOU KNOW, EXCUSE ME, IF I, I COULD START ON A FIRST NAME BASIS, BUT TO RYAN, MIKE, JOHN PAUL MYSTIQUE, MIKE BLAZE, JOSH OCTAVIUS, AND JOSEPH, THANK YOU FOR SAVING MY HUSBAND AND ENJOY, THANK YOU FOR SAVING OUR FAMILY.

COLLEGEVILLE IS PROBABLY CLOSER, UM, TO PERKIN AND WOODS, UH, FIRE STATION, THEIR FIRE STATION.

AND THE RESPONSE TIME WAS INCREDIBLE.

UH, IT WAS IN THE, IN THE WALL, IN THE KITCHEN.

IT WAS, IF IT WAS ANY DELAY, WE PROBABLY WOULD'VE HAD A LOT MORE, WOULD'VE HAD LOSS.

UH, ROUTE 29 AND THIS AREA AS YOU'RE LEAVING, COLLEGEVILLE COMING TOWARDS 4 22, UH, HAS A SINGLE LANE SOUTHBOUND AS YOU TRAVEL, UH, PAST THE WAWA, AND THEN, UH, THROUGH PERKY AND BOULEVARD, DOWN THROUGH HOPWOOD, AND THEN ON DOWN TOWARDS THE, UH, TOWN CENTER.

UM, SURE EVERYONE'S AWARE OF THE, UH, IMPROVEMENTS THAT ARE PLANNED AS PART OF THE YERKES DEVELOPMENT AT HOPWOOD ROAD, UH, WHICH CONSIST, UH, SHOWN IN THIS AREA HERE, CONSISTS OF A FIVE LANE CROSS SECTION ON ROUTE 29, A NEW TRAFFIC SIGNAL, PEDESTRIAN CONNECTIONS, AND SOME WIDENING ON HOPWOOD ROAD.

UM, SO AGAIN, WHAT WE'RE SEEING ON THE SCREEN HERE IS, IS OUR CONCEPTUAL PLAN OF ROADWAY IMPROVEMENTS THAT HAVE BEEN IDENTIFIED THROUGH THE DISCUSSIONS WITH PENNDOT, AS WELL AS THE TRAFFIC STUDY THAT WAS SUBMITTED AT THE END OF 2024.

UH, HAS SINCE BEEN REVIEWED BY THE TOWNSHIP IN PENNDOT, AGAIN, WILL BE ADDRESSING THAT.

YOU KNOW, TO REITERATE, WE A TENTATIVE PLAN.

WE'RE MUCH FURTHER ALONG THAN WE TYPICALLY WOULD BE WITH TRAFFIC AT THIS POINT, WHICH IS A GOOD THING BECAUSE THERE'S A LOT OF MOVING PIECES WITH REGARD TO THE, UH, EKIS DEVELOPMENT, THE IMPROVEMENTS THERE, AND CERTAINLY THE ROADWAY IMPROVEMENTS THAT ARE PLANNED AS PART OF THIS DEVELOPMENT.

UH, SO TO RUN YOU THROUGH THAT, ESSENTIALLY WHAT WE'RE DOING IS KIND OF CONNECTING THE DOTS BETWEEN HOPWOOD ROAD AND THE WAWA INTERSECTION IN COLLEGEVILLE.

UM, WHAT YOU SEE ON THE, UH, ON THE BOARD RIGHT NOW IS A FISCAL IMPACT SUMMARY TABLE THAT, UH, SUMMARIZES THE IMPACTS BY EACH CONDOMINIUM UNIT, UH, THAT WERE SHOWN ON THE PLAN.

THE, THE CONDO UNIT ONE CONSISTS OF 175 UNITS CONDO, UNIT TWO, THAT IS 297 UNITS, AND THE IMPACTS ARE TOTALED UP IN THE RIGHT HAND COLUMN.

UM, THE YELLOW HIGHLIGHTED NUMBERS REPRESENT THE NET FISCAL IMPACTS TO EACH THE TOWNSHIP AND THE SCHOOL DISTRICT AT PROJECT COMPLETION.

UM, THIS IS BASED ON THE TOWNSHIP'S MOST RECENT BUDGET AND TAX RATES, UH, THAT WERE ADOPTED IN EARLY DECEMBER.

UM, WHAT YOU'RE SEEING HERE IS A NET POSITIVE FISCAL IMPACT TO THE TOWNSHIP, TOTALING ABOUT $135,000 ANNUALLY.

AND, AND NET FISCAL IMPACT, UH, THAT'S POSITIVE TO THE SCHOOL DISTRICT, TOTALING JUST OVER $1.1 MILLION ANNUALLY.

THAT'S, UH, REVENUES OVER COSTS IN EACH OF THOSE CASES.

UM, JUST LIKE TO MENTION THAT, UM, AS FAR AS SCHOOL AGE CHILDREN POPULATION IMPACTS GOES, WE UTILIZED, UH, THE SCHOOL DISTRICT'S OWN ENROLLMENT PROJECTION DEMOGRAPHIC MULTIPLIERS THAT WERE MOST RECENTLY PUBLISHED IN NOVEMBER OF 2024 TO PROJECT THAT THERE WOULD BE A TOTAL OF 67 SCHOOL AGED CHILDREN, UH, RESIDING HERE.

THAT'S WHAT, UM, DRIVES THE COST THAT YOU SEE, UM, ON THE SCHOOL DISTRICT SIDE OF THINGS.

UH, JUST ABOVE THE, UH, THE YELLOW HIGHLIGHTED NUMBER UNDER THE SCHOOL DISTRICT METHODICAL IMPACT.

UM, WE BELIEVE THAT TO BE A FAIRLY CONSERVATIVE ESTIMATE BASED ON THE APPLICANT, UH, AND THEIR OPERATING, UH, EXPERIENCE AND THEIR OWN PROPERTIES.

AND WITH THE COMPARISON THAT WE HAD DONE TO AUDUBON'S PROPERTY, UH, ARDEN AT PARKSIDE, UM, WE DERIVED SEPARATE MULTIPLIERS JUST, UH, ANECDOTALLY TO SEE WHAT THE IMPACT WOULD BE AND ACTUALLY CUT THE PROJECTED NUMBER OF STUDENTS IN HALF, UH, COMPARED TO WHAT WE USED WITH TOWN, WITH THE SCHOOL DISTRICTS, UH, OWN MULTIPLIERS THAT WOULD RESULT IN ABOUT A, UM, HALF A MILLION DOLLAR REDUCTION IN COST TO THE SCHOOL DISTRICT IF THAT WOULD BE THE CASE.

UM, AND A NET FISCAL IMPACT APPROACHING $1.6 MILLION ANNUALLY AS OPPOSED TO THE 1.1, WHICH WE PROJECTED BOTH ARE FAIRLY SIGNIFICANT.

UM, WE CONSIDER THIS TO BE A TYPE OF A LAND USE THAT DOES NOT GENERATE A SIGNIFICANT NUMBER OF SCHOOL AGED KIDS.

UM, JUST ON, ITS ON ITS FACE.
