THE CONCERNS REGARDING TRAFFIC PRIMARILY.

AND, UH, AND THEN JUST THE, UH, THE AESTHETICS OF THE WHOLE, THE WHOLE DESIGN OF PUTTING 420 UNITS WHEN WE HAVE AN OPPORTUNITY TO, TO, YOU KNOW, SPREAD THIS OUT IN A FEW NEIGHBORHOODS.

SO IT'S CONSIDERED ADOPTING RESOLUTION 2024 DASH 40 REVOKING RESOLUTION 2024 DASH 30, AND APPROVING THE FINAL CALCULATIONS FOR 2025, MINIMUM MUNICIPAL OBLIGATION MMO FOR THE 2025 POLICE, FIRE AND NON-UNION PENSION PLANS.

DID WE WANT TO TALK ABOUT THIS A LITTLE? DO EXPLAIN IT.

JUST A SUMMARY.

UH, UM, AS YOU KNOW, I'M NOT AN ACTUARY, BUT, UH, WE DID GET A LETTER FROM, UH, MOCK AND HOP, UM, ON NOVEMBER 27TH.

I KNEW THERE WERE SOME QUESTIONS AT THE LAST MEETING REGARDING SOME OF THE DISCREPANCIES IN THE MMO, AND I THINK THAT LETTER, UM, THE LETTER THAT, UM, CARRIE TROUTMAN, THE ACTUARY, UM, SENT OUT, KIND OF CLARIFIED, UH, I THINK TO EVERYBODY'S SATISFACTION, UM, THE DIFFERENCES AND, UM, AND SOME OF THE ACCOUNT FLUCTUATIONS, UH, AND FEES.

SO, UM, SHE'S RECOMMENDING THAT WE GO FORWARD WITH THE RE REVISED NUMBERS, JUST SO THAT WE DON'T GET ANY POTENTIAL, UM, AUDIT FINDING.

UM, UH, SHE'S PRETTY CONFIDENT THAT WE WOULDN'T, BUT THIS WOULD BE A CLEANER RESOLUTION FOR A MOTION.

UM, WANTED TO, UH, JUST GIVE A, A BRIEF HIGHLIGHT.

I'M NOT GONNA GO THROUGH AS MUCH DETAIL I, AS WE DID IN THE PRELIMINARY BUDGET IN OCTOBER.

UM, I JUST WANTED TO SHARE THAT WE DID PROMINENTLY DISPLAY, UH, THE PRELIMINARY BUDGET ON THE WEBSITE.

UM, ANYBODY WHO WANTED TO ASK QUESTIONS COULD GO ONLINE AND, UM, ASK ANY QUESTIONS.

AND I THINK, UH, THAT WAS DIRECTED WAS, UH, THOSE WERE, UM, ROOTED DIRECTLY TO THE FINANCE DEPARTMENT WHO ANSWERED, UH, UH, ANY QUESTIONS THAT RESIDENTS, RESIDENTS HAD.

AND I THINK, UH, THE LINKS WORKED.

SO I, UH, WE'RE HOPING TO DO THIS AGAIN NEXT YEAR TO IMPROVE THE TRANSPARENCY OF THE BUDGET PROCESS.

UM, JUST WANTED TO GIVE, UH, THE FINAL PIE, UH, BETWEEN THE OPERATING EXPENSES AND THE CAPITAL EXPENSES, UH, SENT TO YOU GUYS OVER THE WEEKEND.

UH, THE, THE FINAL PUTS AND TAKES FOR WHAT WE PRESENTED, UM, ON OCTOBER 21ST TO WHAT'S ON TONIGHT.

AND WE DID BETWEEN THE ADD THE PUTS, THE PUTS, WHICH ARE THE ADD-ONS TO THE BUDGET AND THE TAKES WE ADDED, UM, APPROXIMATELY, UM, WE, WE ADDED, UM, SOME ENHANCEMENTS OF AROUND 669,955.

HOWEVER, WE REDUCED, UH, WE REDUCED AROUND $3.6 MILLION.

MOSTLY, ALL OF THESE ARE IN, ARE IN CAPITAL BUDGET ITEMS. THE MOST SIGNIFICANT, UM, UM, DEFERMENT, I WOULDN'T SAY A CUT, BUT A DEFERMENT, IS THAT WE ARE, UH, WE WE'RE CUTTING THE PROJECT C IN HALF AND ONLY DOING $2.2 MILLION IN THE, IN, IN THE ROADWAYS, UH, PLAN FOR FORESEE.

WE ALSO, UM, UM, REMOVED SOME EQUIPMENT, UM, UH, UH, REGARDING IT IN TERMS OF MAINTENANCE OF STRIPING AND PARKING LOTS.

UM, UH, SOME AREAS THAT WE FIGURED THAT WE COULD RETOOL AND WE, UH, FINE TUNE SOME NUMBERS.

UM, BE FRANK, SOME VEHICLES, UH, ALL, ALL THAT TOTAL WOULD BE ABOUT 3,616,000.

SO WE GOT A FINAL BUDGETARY PIE TONIGHT OF ABOUT 23.2 MILLION.

AND, UH, ALPHA CAP CAPITAL EXPENSES OF ABOUT 14.8 MILLION.

CAPITAL EXPENDITURES ARE FIVE, UH, PRIMARY CATEGORIES.

WE RECENTLY, BETWEEN THE OCTOBER 21ST IN THE MEETING TONIGHT, WE, AS YOU KNOW, WE GOT A GRANT FOR THE, UH, FUEL STATION, UH, AT THE, AT THE PUBLIC WORKS FACILITY.

SO WE WERE ABLE TO ADJUST OUR GRANTS AND DONATIONS UPWARDS.

SO WE'RE, WE'RE LOOKING AROUND, AROUND CLOSE TO $4 MILLION IN GRANTS INTO DONATIONS.

CAPITAL EXPENDITURE TOTAL IS ABOUT 5.6 THAT COMES, UM, GENERAL OR GENERAL CAPITAL EXPENDITURE FUND.

PARTS OF OPEN SPACE FUND IS ABOUT ONE 1 MILLION, 1.1 MILLION.

OUR LIQUID FUELS IS AROUND 730,000.

AND OUR SEWER CAPITAL FUND, UH, IS ABOUT $3.4 MILLION.

UM, JOE WENT OVER THIS SLIDE, UH, AT OUR PRELIMINARY.

THERE'S BEEN, UM, VERY LITTLE MOVEMENT IN THE NUMBERS.

I JUST WANTED TO SHARE THAT THE, THE, THE REVENUE SUMMARY AND EXPENDITURE SUMMARIES DUE BALANCE, UM, WE'RE LOOKING AT 23.2 MILLION IN, IN THE GENERAL FUND, LIQUID FUELS, UM, PARKS AND REC AND, UM, SEWER ENTERPRISE AND CAPITAL EXPENDITURE.

MS IS A NEW FUND THAT WE'RE PROPOSING, WHICH WE'LL GO INTO A LITTLE BIT MORE DETAIL, UH, TONIGHT REGARDING THE, THE, UM, ENACTMENT OF THE NEW EMS BY AND THE CAPITAL SUPER CAPITAL FUND.

IF YOU WANT TO LOOK AT TABLE ONE AND THEN TURN IT OVER TO TABLE TWO, JEFF, YOU'LL NOTICE THAT BOTH, BOTH ALL OF THESE ACCOUNTS ARE IN BALANCE.

SO THEY'RE A LOT OF THE PUTS AND TAKES WE WERE ABLE TO DO WITHIN LINE ITEMS WITHOUT IMPACTING THE BOTTOM LINES THAT MUCH.

UM, ONE OF THE, ONE OF THE POINT, UH, POINTS OF THE REAL ESTATE ADJUSTMENT FOR, UH, THE EMS AND THE POLICE LED.

ABOUT A QUARTER OF AN INCREASE, WHICH WE WILL, WE'RE GONNA, UH, HAVE, UH, CHIEF BRI AND SOME, UH, UH, AND SOME, UH, PEOPLE FROM THE AMBULANCE TO GO INTO ANY, A LITTLE BIT MORE DETAIL ON THE EMS, UH, LEVY AND CHIEF FREEMAN WILL TALK ABOUT THE DETECTIVE, BUT GENERALLY SPEAKING, THAT'S ABOUT, UH, THAT'S ABOUT, UM, A A ABOUT $60, UH, PER YEAR FOR THE AVERAGE, UH, FOR THE AVERAGE RESIDENT.

AND THAT WILL GET US, UM, EMS SUBSCRIPTION SERVICE FOR ALL RESIDENTS AND WILL ALLOW US TO GET ONE ADDITIONAL DETECTIVE.

AND I JUST WANT TO SHOW THAT WHERE WE RANK IN TERMS OF NEIGHBORING VILLAGE, UM, UPPER PROVIDENCE, UH, AT THE 2.75, WE WOULD STILL BE, UM, THE LOWEST IN THE REGION BEHIND PER AND TRAP, PER ENT TRAP, JUST SO YOU KNOW, DO NOT HAVE A, A, A CAREER FIRE DEPARTMENT.

THEY ALSO DON'T HAVE, UM, A POLICE DEPARTMENT THAT, THAT, THAT ABOUT, THAT ACCOUNTS FOR ABOUT 48% OF OUR BUDGET.

AND IF YOU LOOK AT OUR NEIGHBORING SCHOOL DISTRICT IN OUR COUNTY AND OUR TAX MILLAGE, WE'RE, WE ARE THE LOWEST WE FACTOR IN ALL THE SCHOOLS AND COUNTY IN TEXAS.

WE STILL ARE THE LOWEST, UM, TAXABLE ENTITY IN THE, UM, IN THE REGION.

AND FOR THE, ESPECIALLY FOR THE FULL SERVICE, FULL SERVICES THAT WE PROVIDE.

UM, THEY WERE STRUGGLING BEFORE COVID AND COVID ABSOLUTELY THREW THEM AS FAR DOWN AS POSSIBLE.

UM, INSURANCE ISN'T PAYING WHAT IT SHOULD BE.

SALARIES AREN'T WHERE THEY SHOULD BE.

MOST EMS ARE MEDICS AND EMTS ARE WORKING THREE AND FOUR JOBS JUST TO MAKE ENDS MEET, WHICH MEANS THEY'RE RUNNING FROM CREW, CREW TO STATION, STATION TO STATION, DIFFERENT DEPARTMENTS.

UM, SO WE, WE FELT, UH, THROUGH DISCUSSIONS, AND ACTUALLY IT'S BEEN THE LAST TWO YEARS WE'VE DEVELOPED THAT WE SHOULD DO SOMETHING TO MAKE OUR EMS SYSTEM MORE SUSTAINABLE WITHIN OUR PROVIDENCE, UH, FOR A COUPLE REASONS.

FIRST, 'CAUSE IT'S THE RIGHT THING TO DO.

SECOND 'CAUSE WE WANNA MAKE SURE THAT WE'RE SERVING THE RESIDENTS OF THE TOWNSHIP PROPERLY.

AND THIRD, UH, 'CAUSE BY LAW WE'RE REQUIRED TO DO THAT.

UM, RIGHT NOW WE'RE A LITTLE OVER 2300 CALLS A YEAR.

UM, AS WE CONTINUE TO BUILD, THAT WILL GO UP SUBSTANTIALLY, ESPECIALLY DEPENDING ON THE TYPE OF, UH, HOUSING PROJECTS THAT WE'RE PUTTING IN.

FRIENDSHIP COVERS ABOUT 80% OF THE TAX.

LOWER PROVIDENCE COVERS 14%.

FREEDOM VALLEY COVERS 6%.

STOP THERE PLEASE.

SO THE PROPOSAL BEFORE YOU TONIGHT IS TO, UM, MAKE A TAX LEVY THAT WOULD MAKE A MORE SUSTAINABLE INCOME THAT WE WOULD DIVVY BETWEEN THE THREE, UH, EMS CONTRACTED ANIMAL SERVICES THAT, THAT SERVED TAXABLE UPPER PROVINCE.

UH, WE, WE PAY THEM BASED ON CALLS.

WE PAY THEM TWICE A YEAR WHEN THEY ARE.

AND IT'S ALL BASED ON THE ARRIVAL LOCATION.

SO, UM, THEY HAVE TO SHOW UP TO ACTUALLY GET PAID.

AND IT'S BEEN A SYSTEM, AND THAT'S BEEN WORKING WELL FOR US.

AND SEVERAL OF 'EM.

THIS GUYS ARE ACTUALLY LOOKING AT OUR SYSTEM AND STARTING TO, TO CHANGE THE, TO THAT.

UH, WHAT'S IMPORTANT ABOUT THIS PARTICULAR SLIDE, 'CAUSE IF WE DID NOT HAVE THREE AMBULANCES SERVING US, THE STARTUP COSTS WOULD BE OVER 3 MILLION, AND THEN THE ANNUAL REQUIRING COST WOULD BE ALMOST 3 MILLION.

SO IT, RIGHT NOW, UM, WITH THE LEVY THAT WE'RE PROPOSING TO THE BOARD TONIGHT, IT AVERAGES OUT TO ABOUT $45 A HOUSEHOLD, OR $450,000 FOR THE 10,000 HOUSEHOLDS WE HAVE IN THE TOWNSHIP.

AND THAT MONEY THEN WOULD BE $450,000 WOULD BE DISTRIBUTED, UH, TO THE EMS AGENCIES, KIND OF ROUGHLY BASED ON WHAT YOU SAW IN

UM, I'LL ASK GEORGE AND BRIAN IF THEY WOULD COME UP, THEY CAN BRIEFLY TOUCH ON HOW, WHAT WE'RE REPLACING THIS WITH AS FAR AS, UM, WHAT THEY PRESENTLY DO IS A MEMBERSHIP SUBSCRIPTION AND WHAT THIS WILL TAKE, HOW THIS WILL TAKE THE PLACE WITH THAT, OH, YOU'RE GONNA GIVE IT OVER ME.

UM, SO OBVIOUSLY AS, AS MIKE STATED, WE'RE, WE'RE COVERING ABOUT 14% OF THE CO UH, THE TOWNSHIP.

UM, BUT WITH THIS RESOLUTION, BASICALLY WE WOULD, THE WAY BILLING WORKS IS OBVIOUSLY SOMEBODY USES A SERVICE WE TAKE TO HOSPITAL.

UH, WE, WE, UM, BILL THEIR INSURANCE COMPANY.

SOMETIMES INSURANCE PAYS, SOMETIMES THEY DON'T.

IF THEY HAVE A SECONDARY INSURANCE, WE BILL THEM AFTER THAT.

THE, THE ONUS IS ON THE PATIENT TO MAKE UP THE BALANCE.

EVEN IF INSURANCE PAID A SMALL PORTION OF THE COST, WE WOULD LOVE IF INSURANCE COVERED A HUNDRED PERCENT AND WE WOULDN'T HAVE TO HAVE THIS DISCUSSION.

BUT, UM, THEY PAY ABOUT 40%, 40 CENTS ON THE DOLLAR, ESPECIALLY MEDICARE, MEDICAID'S EVEN LESS SO.

UM, OBVIOUSLY THERE IS A COST TO, TO THE PATIENT AFTER THEY USE OUR SERVICE.

UH, IN THE PAST, AN AMBULANCE OR AMBULANCE COMPANIES PUT SUBSCRIPTION PROGRAMS IN PLACE.

THEY'RE THERE TO HELP, UH, OFFSET.

IT'S KIND OF A, AN OPPORTUNITY FOR THE COMPANY TO COLLECT SOME MONEY UPFRONT AND THEN KIND OF OFFSET THOSE COSTS THROUGHOUT THE, THE YEAR, UH, WHILE, YOU KNOW, IN BETWEEN THE, THE PATIENTS THAT NEED THAT SERVICE.

UM, BY DOING THIS, BASICALLY WE, WE USUALLY WE DO IT VOLUNTARILY.

I SEE LESS THAN A 20% RETURN AND MY COVERAGE AREA FOR SUBSCRIPTIONS A SUBSCRIBER TO SIGN UP.

AND GEORGE, YOUR NUMBERS ARE 5.4, WHAT'S THAT? 5.4%? 5.4%.

SO EVEN A LITTLE LESS WHERE HE, WHERE YOU HAVE.

SO, UM, OBVIOUSLY WE'RE NOT SEEING A FULL RETURN FROM EVERY RESIDENT IN, IN OUR COVERAGE AREA.

SO, UH, OBVIOUSLY PUTTING THIS, THIS IN PLACE, IT WOULD KIND OF ONE GUARANTEE THAT, UH, AND IT ALSO PROVIDES EVERY RESIDENT THE SERVICE OF THE SUBSCRIPTION PROGRAM, WHICH USUALLY, YOU KNOW, DEPENDING ON THE TYPE OF SERVICE IS USED, UH, IF WE'RE TRANSPORTING, UH, WHICH IS USUALLY ONE WE CAN ONLY BILL FOR THE MOST PART, UM, WE WOULD WRITE OFF THE BALANCE, UH, OF, FOR THAT PATIENT.

SO BY, YOU KNOW, RECEIVING THE FUNDS FROM THE TOWNSHIP, UH, YOU, WE WOULD, UH, WRITE OFF THAT BALANCE FOR THAT MINUS THE DEDUCTIBLE.

I THINK WE ALSO PUT IN, UH, LIFT ASSIST SERVICE IS WHERE WE, WE GO, A LOT OF TIMES WE GO AND JUST PICK SOMEBODY UP, UM, MORE OF OUR SENIOR POPULATION, THEY JUST, NOBODY'S HOME CAN'T GET UP ON THEIR OWN.

UM, IT'S NOT SOMETHING WE CAN BUILD THE INSURANCE COMPANY FOR.

SO MOST TIMES PEOPLE ARE STUCK WITH ABOUT A FOUR OR $500 BILL BECAUSE THAT'S THE BALANCE OWED BY THE CARDHOLDER.

ONCE THAT DEDUCTIBLE'S BEEN MET, THAT $45 WOULD COVER THAT FOUR OR $500.

IF THE DEDUCTIBLES BEEN MET AFTER THE INSURANCE HAS BEEN EXHAUSTED, WE WOULD WAIVE THAT AMOUNT OF MONEY FROM THEM OWING IT.

THAT'S THE BENEFIT.

SO THAT, THAT 29 AND ALL OF THOSE NUMBERS FROM ALL OF THOSE AGENCIES ARE, UH, COMMAND STAFF AS WELL AS, UH, PATROL OFFICERS AND DETECTIVES.

AND ONE OF THE EXAMPLES THAT I USE FOR THE BOARD, UM, AND THIS, AGAIN, IT'S JUST ONE EXAMPLE FOR ONE BUSINESS WITH THE PHILADELPHIA EXPO CENTER, UH, GREAT PEOPLE DOWN THERE, WE GET ALONG GREAT, UM, UH, BUT THEY'RE, THEY GET BUSIER AND BUSIER EVERY YEAR.

THE 150, UH, SPECIFIC CASES FOR THE GUNSHOT WERE CALLED FIXED CASES, UH, PENNSYLVANIA INSTANT CHECK SYSTEMS. IN OTHER WORDS, SOMEONE HAS TRIED TO PURCHASE A WEAPON WHEN THEY WEREN'T LEGALLY ALLOWED TO DO SO.

UH, THE PROBLEM WITH, UH, THAT IS THAT THEY DON'T KNOW IF, NOTIFY US IMMEDIATELY WHEN THIS HAPPENS, UH, WE GET NOTIFICATION ANYWHERE FROM SIX MONTHS TO A YEAR LATER FROM THE STATE POLICE IS SAY, BY THE WAY, UM, ON THIS DATE AND TIME THIS OCCURRED, GO INVESTIGATE IT AND GIVE US SOMETHING IN WRITING THAT SAYS IT WAS INVESTIGATED AND ALSO, UH, WHAT THE CONCLUSION WAS.

AND SO EACH OF THOSE CASES, UH, TRYING TO BACKTRACK AND TRYING TO GET, YOU KNOW, VIDEO AND, AND TRACKING DOWN INDIVIDUALS AND, UH, FINDING OUT IF IN FACT THEY'RE, UH, WERE LEGALLY ALLOWED TO TRY TO OBTAIN A WEAPON IF IT WAS A MISTAKE, OR IF IT WAS AN ACTUAL STRAW PURCHASE.

UH, IT IS A LOT OF WORK.

ESSENTIALLY, THE EXPERT CENTER COULD, UH, I COULD ASSIGN ONE DETECTIVE JUST FOR THE CRIMES AND, UH, THAT ARE REPORTED DOWN THERE, UH, ALONE.

AND THEN I'M GONNA SAY INDUSTRY STANDARD, BUT, UM, AND I, I GUESS IT, IT KIND OF IS.

AND AGAIN, THE INDUSTRY STANDARD REALLY IS SOMEWHERE AROUND BETWEEN 10, 12, MAYBE 15 CASES.

SO ADDING A FOURTH DETECTIVE WOULD GET US TO THAT POINT.

AND, UM, AND AGAIN, EVERYTHING I'M TALKING ABOUT DOESN'T EVEN INCLUDE EVERYTHING THAT THE RESIDENTS ACTUALLY REPORT.

SO IT ALLOWED OUR DETECTIVES TO BE FREED UP TO BE A LITTLE MORE PROACTIVE AND, AND THE THINGS THAT THEY DO, UH, DRUG INVESTIGATIONS AND SO FORTH, SURVEILLANCES AND SO FORTH, UM, WHEN THEY HAVE A LINE OF CASELOAD VERSUS JUST REACTIVE, UH, JUST TRYING TO KEEP THEIR HEAD ABOVE WATER.

UH, THERE WERE A NUMBER OF ITEMS OUTLINED IN OUR REVIEW LETTER, UM, FOR DISCUSSION AND THINGS THAT, THAT THE TOWNSHIP IN BOWMAN WANTED US TO ADDRESS THROUGH THIS PROCESS.

UH, AFTER WE RECEIVED THAT LETTER AND BECAUSE OF THE NUMBER OF COMMENTS AND THE TYPE OF COMMENTS THAT WERE RECEIVED, UH, WE DID SET UP A MEETING WITH PENDOT TO HAVE DISCUSSION WITH PENDOT AS WELL AS THE TOWNSHIP TO KIND OF GO OVER THIS PROJECT GLOBALLY AS PENDOT HAD.

THE LAST PLAN PENDOT HAD SEEN WAS THE, UH, 1200 UNIT PLAN.

SO WE WANTED TO GO OVER GLOBALLY THE PROJECT, WE WANTED TO DISCUSS THE COMMENTS THAT WERE RECEIVED FROM THE TOWNSHIP AND KIND OF JUST DISCUSS, UM, HOW WE GO ABOUT ADDRESSING THESE, THESE ISSUES OR ITEMS THROUGH THE, UH, LAND DEVELOPMENT PROCESS.

IT REALLY CAME DOWN TO FOUR MAIN ITEMS. UM, AND THIS WAS A MEETING THAT WAS HELD BACK IN EARLY NOVEMBER, I BELIEVE IT WAS NOVEMBER 5TH.

UM, BUT THE FOUR MAIN ITEMS REVOLVED AROUND A, UH, SHOWING THE TOWNSHIP PROPOSED ROUND THEABOUT ON THE PLAN, BASICALLY OVERLAYING THE ROUND THEABOUT TO SHOW THAT WHAT WE WERE PROPOSING FROM A DEVELOPMENT STANDPOINT WOULD NOT HAVE A NEGATIVE EFFECT ON THE TOWNSHIP'S PROJECT.

UH, AS PART OF THAT DISCUSSION, WE WERE ALSO ABLE TO OBTAIN SOME ADDITIONAL DETAILS, UH, FROM THE TOWNSHIP WITH RESPECT TO WHERE THAT PROJECT STOOD.

UM, AND THEN OBVIOUSLY MORE DESIGN DETAILS AS THAT PROJECT THAT BEING THE ROUNDABOUT PROJECT HAD, HAD BEEN, UH, FURTHER REFINED AND AND ADVANCED.

SO AS YOU CAN SEE IN THE RED HERE IS BASICALLY TAKING THE TOWNSHIP DESIGN ROUNDABOUT, SUPERIMPOSING IT ON THE PLAN AND YOU'LL SEE THAT IT'S ACTUALLY MOVED A LITTLE BIT FURTHER AWAY FROM THE DEVELOPMENT.

IF YOU RECALL, EARLY ON IN THE PROCESS, ONE OF THE CONCEPT WE RECEIVED ACTUALLY SHOWED THE ROUNDABOUT CLOSER TO OR TO THE DEVELOPMENT, BUT THIS ACTUALLY NOW HAS BEEN MOVED FURTHER AWAY.

SO, UM, NOTHING THAT WE'RE DOING IN THIS AREA WOULD AFFECT THAT.

THE TOWNSHIP'S PLAN FOR THE ROUNDABOUT.

THE OTHER ITEM THAT WAS DISCUSSED, UH, AND WE RECEIVED A LOT OF COMMENTS FROM THE RESIDENTS THROUGHOUT THIS PROCESS, WAS THE, UH, INTERSECTION OF OLD STATE AND SECOND AVENUE AND THE, UH, THE SKEW THAT EXISTS THERE TODAY AS WELL AS THE CURVATURE FURTHER UP SECOND AVENUE, WHICH INHIBITS SITE DISTANCE.

UM, A LOT OF RESIDENTS HAD CONCERNS WITH THAT INTERSECTION THAT EXISTED TODAY, ESPECIALLY, UH, IF THERE WAS GOING TO BE ADDITIONAL TRAFFIC ADDED TO THE INTERSECTION IN THE FUTURE AS A RESULT OF THIS DEVELOPMENT.

AND AS DENNY HAD MENTIONED, YOU'LL NOTICE IN THIS AREA, WHICH PREVIOUS PLANS HAD SHOWN SOME UNITS HERE THAT UNITS HAVE BEEN REMOVED FROM THIS AREA.

AND, AND THE MAIN REASON FOR THAT WAS IS THAT WE WERE LOOKING TO THE POSSIBILITY OF REALIGNING OLD STATE ROAD FURTHER DOWN ON SECOND AVENUE IN ORDER TO IMPROVE THE OPERATION, IMPROVE THE SAFETY, AND IMPROVE THE SITE DISTANCE.

SO WE WANTED TO MAKE SURE THIS AREA WAS FREE AND CLEAR IN THE EVENT THAT WE COULD RELOCATE STATE ROAD DOWN TO THIS AREA HERE.

WHEN I SAY DOWN TO THIS AREA HERE, IF YOU'RE FAMILIAR WITH THE RESIDENTIAL DEVELOPMENT ACROSS THE STREET, THIS IS THE EXISTING EMERGENCY ACCESS ON SECOND AVENUE.

SO WE WOULD BRING IT IN, WE WOULD BRING OLD STATE ROAD IN SECOND AVENUE, NOT ALMOST IN THAT VICINITY, BUT OBVIOUSLY WITHIN, UH, PROPERTY THAT WE OWNED AND CONTROL.

UH, WE WOULD ALSO LOOK TO PROVIDE ACCESS TO THE

TWO OR THREE RESIDENTIAL UNITS IN THIS AREA HERE, UM, VIS-A-VIS SOME SORT OF STUB THAT WOULD COME OFF OF REALIGNED ON SECOND AVENUE.

BUT THOSE ARE DETAILS THAT WE'D WORK WITH THE TOWNSHIP ON AND BOWMAN ON IN THE RESIDENCE ON, UH, THROUGH THE LAND OF DEVELOPMENT PROCESS THERE HOUSE, THEY'RE OLD STATE SECOND.

NOW THERE IS A HOUSE RIGHT HERE IN THIS AREA HERE.

ABSOLUTELY.

SO WE WOULD THE ISSUE AND IT'S TOUGH TO SEE.

SO HERE'S THE RIGHT HERE, YOU SEE THE DRIVEWAY HERE FOR THIS HOUSE ON THE CORNER.

SO WE WOULD LOOK TO BRING THE ROAD DOWN HERE AND THEN LIKELY WHAT WOULD HAPPEN, AND WE'VE DONE THIS IN SIMILAR SITUATIONS, AGAIN, YOU KNOW, WE'LL WORK WITH THE TOWNSHIP AND THE RESIDENTS, UH, MOVING FORWARD THROUGH THE PROCESS.

BUT BASICALLY WOULD BE TO CUT OFF THIS INTERSECTION HERE AT SECOND AVENUE.

AND DID WE MAKE THIS A DRIVEWAY THAT WOULD SERVICE THESE THREE RESIDENTIAL LOTS THAT WOULD COME IN TO THE RELOCATED OLD STATE ROAD? THAT'S ONE IDEA OBVIOUSLY.

UM, WE'LL, WE'LL CONTINUE TO REFINE THAT.

THE OTHER, UH, MAIN ITEM HAD TO DO WITH THE ACCESS ON BLACKROCK ROAD.

UH, AS PART OF THE ROUNDABOUT PROJECT, THE TOWNSHIP IS LOOKING AT, UH, WIDENING THE EXISTING ONE LANE STRUCTURE ON BLACKROCK ROAD DOWN IN THIS LOCATION HERE.

SO IT CAN PROVIDE FOR TWO LANES OF TRAVEL FOR TRAFFIC AND THEN REPRO PROFILE THROUGH THIS AREA.

SO BASICALLY CHANGE UP SOME OF THE, THE GRADES THAT EXIST WITHIN THE ROADWAY.

SO SOME OF THE CONCERN RELATED TO, UM, THIS ACCESS POINT OF WHERE IT WOULD BE LOCATED, UH, OBVIOUSLY NOT SO AS TO NOT AFFECT THE ROUNDABOUT BUT ALSO BE LOCATED IN SUCH A FASHION AS TO NOT BE AFFECTED BY THE NEW STRUCTURE BEING PROPOSED.

I KNOW IT'S TOUGH ON THIS PLAN BECAUSE IT IS SUCH A LARGE SCALE, BUT BASICALLY FROM WHERE THIS ROUNDABOUT, THIS WHAT THEY CALL THE SPLITTER ISLAND ENDS AND WHERE THIS STRUCTURE IS, IS ABOUT 400 FEET IN THAT AREA.

SO WE'RE GONNA LOOK TO WORK WITH THE TOWNSHIP IN PENDOT ON THIS DRIVEWAY TO MAKE SURE THAT IT'S LOCATED IN THE APPROPRIATE LOCATION, BUT IT ALSO MEETS ALL OF THE CRITERIA, SITE DISTANCE, UH, AND THE LIKE.

UM, THERE'S ANOTHER ITEM OF DISCUSSION THAT RELATED TO UM, WHETHER OR NOT THAT DRIVEWAY BE BUILT, UM, BEFORE OR AFTER THE ROUNDABOUT PROJECT CAME IN BECAUSE OF THE AMOUNT OF WORK THAT WAS BEING PROPOSED IN THIS AREA AS PART OF THE ROUNDABOUT.

SO IT WAS WHETHER OR NOT THIS DRIVEWAY WOULD BE BASICALLY CONSTRUCTIVE BUT CLOSED OFF UNTIL SUCH TIME AS THE ROUNDABOUT WAS OPEN.

BUT AGAIN, THAT'S SOMETHING WE CAN DISCUSS DUE TO LAND DEVELOPMENT PROCESS.

ANOTHER TRAFFIC RELATED COMMENT WAS MORE DOWN HERE TOWARDS SOUTH TRAP ROAD, AND AGAIN, SIMILAR TO OLD STATE AND SECOND AVENUE, THE RESIDENCE HAD EXPRESSED A NUMBER OF CONCERNS WITH RESPECT TO THE SAFETY OF THAT INTERSECTION OF THE SITE DISTANCE WHEN EXITING SOUTH TRAP ROAD ON THE ONE 13, UH, THERE ARE SOME GRADES, THERE'S A CURVATURE IN, IN BLACKROCK ROAD THROUGH THIS AREA.

SO AS PART OF THAT, WE HAD TALKED ABOUT THE POSSIBILITY BECAUSE IF YOU'RE FAMILIAR WITH SOUTH TRACK ROAD, IT'S REALLY ALMOST LIKE A TRIANGLE.

UM, WHEN YAGER ROAD WAS BUILT AND KIND OF RELOCATED, SOUTH TRACK ROAD WAS CUT OFF AND IT ALMOST CREATED THAT LIKE A TRIANGLE THROUGH THAT AREA.

SO ONE OF THE IDEAS THAT WE HAD, UH, THOUGHT OF WAS MAKING SOUTH TRAP ROAD, NORTH TRAP ROAD ONE WAY, AND THAT BEING THAT YOU WOULD ENTER ON THIS SIDE OF SOUTH TRAP ROAD AND EXIT DOWN ON THIS SIDE, THE REASON BEING THAT THE ABILITY TO EXIT ON THIS SIDE IS MUCH BETTER FROM A SAFETY PERSPECTIVE AND A SITE DISTANCE PERSPECTIVE THAN THE EXISTING INTERSECTION OF SOUTH TRAP AND BLACKROCK ROAD.

UM, THROUGH THE REVIEW AND SOME DISCUSSION, UH, THE TOWNSHIP TRAFFIC ENGINEER ACTUALLY SUGGESTED THAT MAYBE INSTEAD OF MAKING TRAP ROAD ONE WAY IN ITS ENTIRETY THAT MAYBE IT'S ONLY ENTERED HERE, RIGHT HERE AT THIS INTERSECTION WITH BLACKROCK AND IT REMAINS TWO WAYS.

SO YOU CAN ONLY ENTER FROM ONE 13 HERE, BUT YOU STILL HAVE THE ABILITY TO GO BOTH DIRECTIONS FOR THE RESIDENCE OF SOUTH TRAP ROAD AND THEN ENTER AND EXIT FROM ITS EXISTING INTERSECTION, UH, FURTHER DOWN, CLOSER TO UH, THE INTERSECTION OF GER ROAD.

ARE YOU FAMILIAR, YOU GUYS FAMILIAR WITH THAT AREA? SPEAKING, DESCRIBING? OKAY.

UM, AND THEN THE OTHER MAIN ITEM THAT WAS DISCUSSED, WHICH IS REALLY NOT DEPICTED SO MUCH ON THIS PLANT WAS REALLY PEDESTRIAN CONNECTIONS AND TRAILS.

UM, NOT SOMETHING THEY TYPICALLY SEE SOMETHING OF THAT MUCH DETAIL.

UM, BUT IT DID GIVE US A GOOD BASE, UH, FOR THOSE DISCUSSIONS WITH THE TOWNSHIP WITH PENDOT.

WE GOTTA SATISFY THE TOWNSHIP TRAFFIC ENGINEER THAT WHATEVER WE END UP DESIGNING AND COMING IN WITH, UM, WILL BE, UH, SAFE AND WILL BE ALL OF THE CRITERIA.

SO I HEAR YOU LOUD AND CLEAR AND GETTING THROUGH TENDER SKETCH AND GETTING INTO LAND DEVELOPMENT ALLOWS, UH, DENNY TO START FORMALLY DESIGNING THE PLANS, THE STORM WATER DEGRADING AND THINGS OF THAT NATURE, WHICH IN TURN ALLOWS ME TO START TO DESIGN OR LAY OUT THE OLD STATE ROAD REALIGNMENT.

ONE OF THE THINGS THAT I WOULD NOTE IS THE TRAFFIC STUDY THAT WAS SUBMITTED, UH, WAS A TRAFFIC SETTING INCLUDED ABOUT 600 RESIDENTIAL UNITS.

UM, AND THAT WAS DONE PRIOR TO, UM, MR. BERMAN, UH, COMMITTING TO DEVELOP ONLY 585 UNITS.

SO WE ARE A LITTLE BIT CONSERVATIVE IN THAT REGARD.
