I, UH, AM VERY DISAPPOINTED IN THE REST OF THE BOARD IN HOW YOU WENT ABOUT FACE FROM UNANIMOUSLY ABOUT VOTING ONE WAY AND THEN COMPLETELY FLIPPING IN THE NEXT, WITHIN FEW WEEKS.

IT WAS VERY UPSETTING.

I'M SORRY I COULDN'T BE HERE AT THE LAST MINUTE.

FOUND OUT ABOUT THE MEETING JUST A FEW DAYS BEFORE AND I COULDN'T CHANGE MY SCHEDULE.

WHAT I, I HAVE A LOT TO SAY AND WHAT I WANNA SAY IS THAT YOU'RE LETTING LAND THAT IS REALLY CLOSE TO THE RIVER BE INFLUENCED BY DEVELOPERS AND LAWYERS.

LAWYERS AND DEVELOPERS INSTEAD OF A COMPREHENSIVE PLAN.

WHY IN THE WORLD WOULD YOU LET ALL THOSE TOWNHOUSES AND THE FULL DEVELOPMENT IN THE, WHAT WE SAY IS THE NATURAL LANDS, A THE LEAST OF THE DESIRABLE TO SAVE, BUT IT'S TOTALLY RELATED TO WHAT IS DESIRABLE TO SAVE.

AND YOU BUILD 50 FOOT TOWN TOWNHOUSES THAT ARE NEXT TO EACH OTHER, 10 FEET APART, 15 FEET APART, NOTHING IN BETWEEN.

AND IT'S THE CLOSEST TO THE RIVER.

WHY IN THE WORLD WOULD YOU DO THAT? THAT ROAD SECOND AVENUE IS A DANGEROUS SPOT RIGHT THERE.

WHERE THE POTENTIAL CIRCLE IS, WHERE WE DON'T EVEN KNOW WHEN IT'S GONNA COME IN, IS WHERE THEY'RE HAVING EGRESSES FROM THE DEV, THE, THE DEVELOPMENT RIGHT? BY THESE CIRCLES.

DO YOU NOT SEE THAT THAT IS A CAUSE FOR A SAFETY ISSUE? DO YOU WANT SOMEBODY TO DIE BEFORE YOU SAY THAT THAT INTERSECTION IS DANGEROUS? I CANNOT GET OUT OF MY DEVELOPMENT.

AND THE POOR KID WHO WAS UP HERE AND HE WAS TALKING ABOUT GOING TO THE RENAISSANCE CHARTER SCHOOL, NOBODY UNDERSTOOD THAT HE WAS COMING FROM HERE TRYING TO GET TO THE CHARTER SCHOOL.

I JUST DID IT ON FRIDAY RIGHT AFTER THIS MEETING.

AND I COULD TELL YOU IT TOOK ME 15 MINUTES TO GO TWO MILES BECAUSE THE BRIDGE WAS BACKED UP WITH BUSES.

I COULDN'T GET OUT OF MY DEVELOPMENT.

I HAVE ONE WAY OUT AND WHAT I'M GONNA SEE IS LOOKING OUT MY BACK.

I'M GONNA SEE KING OF PRUSSIA AND IT MAKES ME SICK.

AND HELENE, YOU ARE NOT BECAUSE YOU ARE MAKING SURE THAT EVERYTHING THAT'S SAVED AND EVERYTHING'S THAT'S CLOSE TO THE GROUND IS BY YOUR HOUSE.

ALRIGHT, WE'RE HERE FOR AN ADVERTISED HEARING UNDER SECTION 1601 OF THE SECOND CLASS TOWNSHIP CODE.

UH, THIS IS TO RE CODIFY THE TOWNSHIP ORDINANCES, WHICH IS LARGELY, ALTHOUGH NOT ENTIRELY A HOUSEKEEPING MEASURE.

SO WHAT HAPPENS IS ORDINANCES GET ADOPTED SOMETIMES EVERY MONTH OR, OR MULTIPLE TIMES A YEAR.

EACH OF 'EM ARE A FEW PAGES LONG AND THEY BUILD UP AND THEY BUILD UP AND THEN THEY EVENTUALLY GET PUT INTO A BOOK THAT ORGANIZES THEM BY TOPIC.

AND THEN YOU CREATE YOUR BOOK, WHICH IS YOUR CODIFICATION, AND THEN TIME GOES ON AND YOU KEEP AMENDING, CREATING MORE AND MORE ORDINANCES AND YOU STICK 'EM AT THE BACK OF THE BOOK.

AND EVENTUALLY YOU HAVE SOMEBODY AT THE BACK OF THE BOOK THAT IT'S TIME TO RE CODIFY.

DO YOU WANT IT TO SAY THIS OR SHOULD IT STILL SAY THIS? AND YOU, YOU CLEAN UP YOUR ORDINANCES IN THAT WAY IN ADDITION TO THE ACTUAL REIFICATION PROCESS, UH, ALREADY MADE A PART OF THE RECORD, BY THE WAY, IS THE LEGAL NOTICE FOR TONIGHT'S HEARING.

UH, BUT YOUR STAFF REALLY WORKED WITH US AND MCCD TO MAKE SURE THAT WE WERE DOING IT, UM, IN A WAY THAT WAS BENEFICIAL AND ALSO PROTECTED THE ENVIRONMENTAL AESTHETICS OF THE SITE.

SO WHAT WE'RE ASKING FOR IS TECHNICALLY A, A WAIVER FROM A TOWNSHIP REQUIREMENT, WHICH I BELIEVE YOUR ENGINEER SUPPORTS, UM, TO THAT THE RATE OF CONTROL REDUCING THE PEAK RATE CONTROL ON THE 50 YEAR STORM TO THE TWO YEAR STORM FOR THIS LITTLE TAIL OF FARM PROPERTY.
