UM, WE, THE, UH, FRIENDS OF PARKHOUSE COMMUNITY ADVOCACY GROUP, WE ARE URGING THE UPPER PROVIDENCE BOARD OF SUPERVISORS, THE PLANNING DIRECTOR AND TOWNSHIP MANAGER TO CONSIDER THE FOLLOWING RECOMMENDATIONS FOR IMPLEMENTATION REGARDING THE PARKHOUSE FARM PROPERTY, GIVING THE FINDINGS AND RECOMMENDATIONS IN THE NATURAL LANDS TRUST REPORT DATED IN APRIL OF 2023.

WE RECOMMEND THAT UPPER PROVIDENCE TOWNSHIP AND ROYERSFORD HOLDINGS REISSUE A REQUEST FOR AN UPDATED PROPERTY APPRAISAL FOR 176.4 PLUS OR MINUS ACRES.

UH, REFUTE THE APPRAISAL REPORT DATED APRIL 10TH, 2023 BY WILLIAM WOOD COMPANY, AS EVIDENCED BY EXPERTS IN THE LA, EXCUSE ME, NATURAL LANDS REPORT CITATIONS, WHICH CONTRADICTS SOME DEVELOPABLE ACREAGE, UH, REFUTE THE CONTENT WITHIN THE APPRAISAL REPORT THAT CITES COMPARABLE VALUATIONS AS THERE'S NO EVIDENCE OF COMPARABLE ACREAGE IN MONTGOMERY COUNTY.

THE APPRAISAL REPORT STATES THERE'S 176.4 DEVELOPABLE ACRES IN THE HUNDRED AND 76.4 PLUS OR MINUS ACRES ARE RAW LAND AND ARE NOT DEVELOPABLE.

ACCORDING TO THE NATURAL LANDS TRUST REPORT, ONLY APPROXIMATELY 30% OF THE RAW LAND MAY BE DEVELOPED.

WE'RE URGING YOU TO FOLLOW THE PRESERVATION RECOMMENDATIONS FROM THE NATURAL LAND TRUST REPORT DATED IN APRIL, 2023.

NATURAL LAND STATES AND RECOMMENDS WHILE WE HAVE DIVIDED THE PROPERTY INTO DIFFERENT PRIORITY AREAS, IT IS CRUCIAL TO REMEMBER AND CRITICAL TO REMEMBER THAT THE ENTIRE PROPERTY AS A WHOLE WORKS TO PROVIDE ECOLOGICAL BENEFITS, PROTECT PUBLIC HEALTH, AND PROVIDE RECREATIONAL ACCESS.

CONSERVATION OF THE ENTIRE PROPERTY SHOULD BE CONSIDERED COMBINED THE HIGHEST AND MEDIUM PRIORITY AREAS OF 114.6 OF THE 176 ACRES, UM, AND FORM A CONTINUOUS TRACT THAT WOULD BE PROTECTED BY THE TOWNSHIP OR BY A PRIVATE OWNER.

UNDER THE CONS, UM, CONSERVATION EASEMENT NATURAL LANDS CONCLUDES THAT DUE TO A PROPERTY'S LARGE SIZE WATER RESOURCES, POTENTIAL HABITAT VALUE FOR SPECIES AND SPECIAL CONCERN AND POSITION WITHIN THE SCHUEL RIVER CORRIDOR, THE PROPERTY WARRANTS CONSERVATION AS FEASIBLE BY THE TOWNSHIP.

THE TOWNSHIP CONSIDERED THE ENTIRE PROPERTY FOR OPEN SPACE PRESERVATION THROUGH EMINENT DOMAIN AND APPROACH THE OWNER TO DONATE THE ENTIRETY OF THE PROPERTY INCLUSIVE OF THE DEVELOPABLE LAND.

APPROXIMATELY 60.2 ACRES ARE NOT DEVELOPABLE IN 114.4 ACRES FOR OPEN SPACE PRESERVATION.

THERE IS REFERENCE IN BOTH NATURAL LANDS TRUST AND THE WOOD APPRAISAL REPORT THAT THE TOWNSHIP HAS CONVEYED TO BOTH NATURAL LAND'S TRUST AND WILLIAM WOOD COMPANY, THAT THE LAND MAY BE DEVELOPED IN THE FUTURE.

HOWEVER, THE APPLICANT HAS NOT MET THE REQUIRED CRITERIA FOR ZONING AND FURTHER APPLICATION, AND THE TOWNSHIP HAS NOT RENDERED AN OFFICIAL DECISION ON THE CONDITIONAL USE AND HEARING FOR THE DEVELOPMENT.

UM, AND JUST BRIEFLY GOING BACK OVER THE APPRAISAL, I WORK IN REAL ESTATE.

I'VE READ HUNDREDS OF APPRAISALS, COMPARABLES OF 2.3 ACRE ALREADY DEVELOPED PROPERTIES THAT ARE FUNCTIONING AND APPROVED AREN'T COMPARABLE TO FARMLAND IN ANOTHER COUNTY.

UM, AND WE HAVE HAD SOME FARMS IN THIS COMMUNITY SOLD IN THE LAST FEW YEARS, AND I THINK THEY SHOULD HAVE BEEN CONSIDERED AS PART OF A COMPARABLE, ESPECIALLY WHEN THEY WERE WITHIN MILES AND NOT A COUNTY AWAY.

THAT IS ALL I HAVE, AND I THANK YOU FOR YOUR TIME.

WHAT I'D LIKE TO ADD TO WHAT, WHAT BLAKE WELLING JUST SAID IS, OPEN SPACE IS GOING AWAY.

AND IT WAS SO EVIDENT TO ME WHEN I RECEIVED THE TOWNSHIP'S NEWSLETTER THAT SHOWED THE PROPOSED 1200 UNITS RIGHT THERE NEXT TO THE RIVER IN A LARGE GRAY AREA, AND ALL THE OTHER HOUSING AROUND IT HAS 30 HOUSES, 50 HOUSES.

WHAT'S GOING UP IS, UH, IN OTHER AREAS IS ONE SINGLE HOUSE, THREE HOUSES.

THEN THERE'S APARTMENTS THAT WE ARE PUTTING UP IN DIFFERENT AREAS.

THIS 1200 UNIT PROPERTY IS ADDING 10% TO OUR, ALMOST 10% TO OUR TOWNSHIP IN A LITTLE SPACE THAT IS CRITICAL TO THE SCHUEL RIVER CORRIDOR AND THE PORT PROVIDENCE HERITAGE AREA.

IT'S, IT'S SO IMPORTANT THAT NATURAL LANDS CALLED THAT OUT.

DID YOU DRIVE THROUGH PORT PROVIDENCE LATELY? I DID.

DID YOU SEE WHAT IT LOOKS LIKE? AND THAT WAS JUST A FLOOD FROM A ONE HURRICANE.

WE ARE GETTING THEM MORE OFTEN AND PEOPLE ARE RECOGNIZING THIS, THIS COMMUNITY IS NOT THE ONLY COMMUNITY DOING THIS.

IF YOU LOOK AROUND IN

OTHER TOWNSHIPS IN OTHER COUNTIES, PEOPLE ARE SPEAKING OUT, AND THAT'S BECAUSE WE'RE TIRED OF DEVELOPMENT BEING BUILDINGS.

CONCRETE DEVELOPMENT IS NEEDING TO BE SUSTAINABLE.

IT NEEDS TO BE FOCUSED ON WHAT THE FUTURE HOLDS FOR ALL OF US, OUR KIDS, OUR GRANDKIDS.

THEY DON'T WANNA LIVE IN A PLACE THAT'S FLOODED OUT WITH SOME MOSQUITO RIDDEN AREAS.

PLEASE STOP THIS MADNESS, PLEASE.

AND LEAD, LEAD WITH LEAD WITH SUSTAINABILITY IN MIND AND THE FUTURE OF PEOPLE.

IT'S, IT'S JUST RIDICULOUS TO EVEN THINK THAT THAT PLOT OF LAND SHOULD GO AWAY AND BECOME CONCRETE AND A STREAM THAT FLOWS THROUGH IT.

BECAUSE A DEVELOPER WANTS TO MAKE A QUICK BUCK, PLEASE, I URGE YOU TO PAY ATTENTION TO US.

SO I KNOW YOU GUYS MADE A LOT OF IMPROVEMENTS THAT I JUST REALLY WANNA SAY HOW HELPFUL THAT IS FOR THE RESIDENTS OF THE TOWNSHIP.

IT INVOLVED, UM, A LOT OF ATVS AND IT INVOLVED ALL THE VOLUNTEER FIRE COMPANIES THAT WE HAVE IN THE TOWNSHIP FOR BOTH OF THEM.

AND, AND BOTH TIMES WE SUCCESSFULLY FOUND THE PEOPLE.
