[00:00:03] GOOD EVENING AND HAPPY NEW YEAR TO EVERYBODY. UM, I'D LIKE TO CALL THE JANUARY 3RD, 2022 REORGANIZATION MEETING OF THE UPPER PROVIDENCE TOWNSHIP BOARD OF SUPERVISORS TO ORDER. WE STAND FOR THE PLEDGE. PLEASE GOD, AT THIS [BOARD ORGANIZATION] TIME, UH, I'D ENTERTAIN A MOTION FOR THE ELECTION OF CHAIR. I NOMINATE BILL STARLING, OR EXCUSE ME, A MOTION. WE HAVE A MOTION FOR, UH, BILL STARLING FOR CHAIR. DO WE HAVE A SECOND? I'LL SECOND THAT. IS THERE ANY OTHER MOTIONS? CLOSE THE MOTIONS. UM, ALL IN FAVOR FOR BILL STARLING AS CHAIR. AYE. ALL OPPOSED, CONGRATULATIONS. ALL. THANK YOU EVERYBODY FOR YOUR TRUSTING ME TO WIELD THE GAVEL FOR ONE MORE YEAR. I NOTICED IT WAS GONE, TIM, TO WRITE ON DOWN HERE. . ALL RIGHT. UM, I WILL, UH, ENTERTAIN A MOTION FOR VICE CHAIR. I NOMINATE KELSEY. I'LL SECOND THAT. OKAY. WE HAVE A MOTION TO SECOND FOR HELEN KELSEY FOR VICE CHAIR OF THE BOARD OF SUPERVISORS. ALL IN FAVOR SAY AYE. AYE. AYE. ANY OPPOSED? THANK YOU. ALL RIGHT. AND, UH, [MOTION TO APPROVE BOARD AGENDA] NOW A MOTION TO APPROVE OUR BOARD AGENDA. I KNOW EVERYBODY HAD A CHANCE TO LOOK AT IT AND THE INFORMATION IN THE PACKETS, IT'S ALL ENTERTAIN A MOTION. I MAKE A MOTION TO APPROVE TONIGHT'S AGENDA. I'LL SECOND THE MOTION. ALL RIGHT. I HAVE A MOTION AND A SECOND TO APPROVE TONIGHT'S BOARD AGENDA. ALL THOSE IN FAVOR SAY AYE. AYE. ANY OPPOSED? THANK YOU. AND NOW WE'VE [PUBLIC COMMENT] COME TO, UH, OUR FIRST PUBLIC COMMENT OF 2023. I WOULD ASK THAT YOU COME TO THE MICROPHONE. PLEASE STATE YOUR NAME, YOUR STREET ADDRESS, AND TRY TO CONTAIN YOUR REMARKS TO THE THREE MINUTES IF POSSIBLE, IF ANYONE WOULD LIKE TO COME FORWARD. SOME HANDOUTS FOR YOU GUYS. DO YOU MIND IF I BREAK? MM-HMM. . GOOD EVENING. LISA MOSSI, THREE 11 MONTGOMERY AVENUE OAKS. UH, WHAT I'VE JUST HANDED YOU IS THE INSTITUTIONAL ZONING CODE OF UPPER PROVIDENCE TOWNSHIP ON DECEMBER 7TH. I AND, UH, MANY OTHER PEOPLE, PEOPLE ATTENDED THE PLANNING COMMISSION MEETING WHERE THE LATEST PARKHOUSE PLAN WAS, UH, PRESENTED. IT WAS THE WEIRDEST PLANNING COMMISSION MEETING I'VE EVER BEEN TO. UH, AFTER THE, AFTER THE DEVELOPER PRESENTED THE PLAN, UH, ALL FIVE MEMBERS WHO HAVE HAD ACCESS TO THIS PLAN FOR SIX MONTHS DIDN'T HAVE A SINGLE QUESTION. THEY OPENED IT RIGHT UP TO THE FLOOR, TO THE PUBLIC PEOPLE WHO HAVE, MOST OF WHOM HAD ONLY SEEN THE PLAN THAT NIGHT. WHEN I QUESTIONED THE BOARD AS TO WHY THEY WERE EVEN CONSIDERING THIS, BECAUSE THERE WAS NO CARE COMPONENT IN THIS, THE TOWNSHIP SOLICITOR ANSWERED THAT IT WAS BECAUSE OF THE WAR SESTER DECISION. NOW, I'VE LOOKED UP THE WAR SESTER DECISION. I DIDN'T KNOW WHAT IT WAS AT THAT TIME. UM, THE WAR SECTOR'S DECISION WAS IN 2017, AND IF IT APPLIED TO EVERY TOWNSHIP, DEVELOPERS WOULD'VE BEEN BEATING DOWN THE DOORS TO EVERY MUNICIPALITY THAT HAD AN INSTITUTIONAL DISTRICT AND PUTTING UP MULTI-FAMILY HOUSING LIKE THIS OBNOXIOUS DEVELOPMENT THAT SCOTT RIFKIN IS PROPOSING. THE WAR SESTER DECISION APPLIES TO WAR SESTER. IT DOES NOT APPLY TO UPPER PROVIDENCE. IN 2013, OUR PLANNER REWROTE OUR INSTITUTIONAL CODE SPECIFICALLY TO AVOID A SITUATION LIKE RIFKIN IS PROPOSING RIGHT NOW. AND THAT WAS FOR THE RIDGEWOOD DEVELOPMENT THERE. IF, IF YOU READ THAT CODE, THERE IS NO, THERE IS NO RESIDENTIAL WITHOUT A CARE COMPONENT IN IT. AND THAT IS EXACTLY WHAT RIFKIN IS PROPOSING. HE'S PROPOSING AGE RESTRICTED, UM, DEVELOPMENT. THERE'S NOTHING IN OUR ORDINANCE THAT ALLOWS THIS. THERE'S NOTHING THAT ORDINANCE THAT THERE'S NOTHING. BUT INSTEAD OF REJECTING THE PLAN OUTRIGHT, ALL OF OUR CONSULTANTS REVIEWED IT. NOBODY HAD A SINGLE COMMENT. NOBODY FROM THE PLANNING COMMISSION HAD A SINGLE COMMENT [00:05:01] ABOUT THIS. THE ONLY COMMENT THAT THERE WAS WAS FROM ONE OF THE MEMBERS, AND I DON'T REMEMBER WHICH ONE IT WAS, WHO SAYS, OH, THE LAW IS THE LAW. SO WE HAVE TO OBEY THE LAW THE TOWNSHIP IS ROLLING OVER FOR THIS PLAN. AND I DON'T UNDERSTAND WHY THIS, THIS ORDINANCE IS NOT BEING DEFENDED. IF IT'S TO, IF IT'S TO SAVE MONEY ON LITIGATION, BECAUSE YOU DON'T WANNA TURN IT INTO KING OF PRUSSIA, NOBODY'S BUYING THAT. THIS PLAN THAT'S BEING PROPOSED IS KING OF PRUSSIA. THEY'VE GOT NO LEVERAGE. THIS IS THE WORST PLAN THAT THEY COULD POSSIBLY PLAY PUT THROUGH. IT'S UP TO YOU GUYS TO DEFEND THIS ORDINANCE. IT'S NOT UP TO THE PLANNING COMMISSION. IT'S NOT UP TO THE, IT'S NOT UP TO ANYBODY ELSE. IT'S NOT UP TO THE SOLICITOR. IT'S UP TO YOU GUYS. AND IF YOU GUYS ARE THINKING THAT YOU'RE GONNA APPROVE THIS AND LET IT GO THROUGH, AND THEN SOMEHOW MIRACULOUSLY NEGOTIATE DOWN THE NUMBER OF UNITS, THEN WE WILL KNOW THAT THE FIX WAS IN THIS, OR THIS PLAN NEEDS TO BE REJECTED OUTRIGHT. IT IS ILLEGAL, AND IT IS NOT ACCORDING TO ORDINANCE. THAT IS ALL I HAVE TO SAY FOR NOW. BUT I WILL HAVE MORE. THANK YOU, LI. HAPPY NEW YEAR ALL. HEY, BRO, AS WE, UH, MY NAME'S BILL FELTON, 1 33 OLD STATE ROAD, ROY SWORD. UH, SO AS WE ENTERED THIS NEW YEAR, AND, UH, YOU KNOW, THE, THE TOPIC THAT WE'VE BEEN TALKING ABOUT AND THAT MS. MOSSY JUST BROUGHT UP IS, UH, THE PARKHOUSE PROPERTY. AND I, I KNOW, UH, OVER THE PAST YEAR, THERE WAS DISCUSSION AND SOME CONSIDERATION ABOUT THE TOWNSHIP POSSIBLY ACQUIRING THAT PROPERTY AS OPEN SPACE AND PARK. AND I WOULD, UH, UH, ASK THAT MAYBE WE, YOU KNOW, GO BACK THERE AND RECONSIDER AND SEE IF THERE'S ANY POSSIBILITY THAT, THAT, THAT COULD BECOME A REALITY. UM, YOU KNOW, SOME OF THE THINGS REGARDING THIS PROPERTY OR ANY PROPERTY THAT THAT'S, UH, APPROPRIATE FOR OPEN SPACE, UH, THE ECONOMICS, UM, RESIDENTIAL DEVELOPMENT USES MORE DOLLARS IN SERVICES FROM THE TOWNSHIP THAN IT GENERATES IN TAXES. OPEN SPACE RAISES PROPERTY VALUES, PROTECTED OPEN SPACE, REDUCES WATER TREATMENT COSTS. AND WE CERTAINLY HAVE A CREEK COMING THROUGH. THIS PROPERTY, UH, PROVIDES, UH, UH, CLOSE LOW COST OPPORTUNITIES FOR RECREATION AND ECO EXERCISE. DON'T HAVE TO GO FAR ON A VACATION TO ENJOY SOME, UH, SOME NATURAL, UH, UH, ENVIRONMENT. UH, PROTECTS THE LOCAL FARM ECONOMY AND LOCAL FOOD PRODUCTION, UH, ENVIRONMENTAL ISSUES. PROTECTED OPEN SPACE PROVIDES HABITAT FOR MAMMALS, BIRDS, FISH, INSECTS, AND PLANTS, WHICH ALL PLAY A ROLE IN A HEALTHY ECOSYSTEM. UM, AESTHETICS, OPEN SPACE PROVIDES BEAUTY AND TRANQUILITY IN OUR DAILY LIVES. UH, ATTRIBUTES FOR PROPERTIES UNDER CONSIDERATION FOR OPEN SPACE AND ACQUISITION SHOULD CONNECT TO A CREEK AND A RIVER. WE'VE GOT BOTH ON THIS PROPERTY. UH, POTENTIAL FOR AGRICULTURAL USES. , 80% CURRENTLY IN AGRICULTURAL USE. UH, TRAIL CONNECTIONS, LOTS OF TRAILS AND FUTURE TRAILS AS WE KNOW TO BE CONNECTED TO THIS POTENTIAL OPEN SPACE PROPERTY. HISTORIC SETTING. CURRENTLY, THERE'S A HISTORIC SCHOOLHOUSE ALONG OLD STATE ROAD THAT'S PART OF THIS PROPERTY. UH, BUT, UH, OTHER HISTORICAL CONSIDERATIONS MIGHT BE MILLENNIUM LEI INDIANS WHO OCCUPIED THIS LAND, YOU KNOW, HUNDREDS OF YEARS AGO. UH, AND PROTECTION FROM THE THREAT OF, OF DEVELOPMENT. UH, IT'S NEAR EXISTING CURRENT OPEN SPACE AND CONSERVE LAND, UH, PARKS, OPEN SPACE AND NATURAL HABITAT. AND THE, AGAIN, THE POTENTIAL FOR RECREATION. UM, I GUESS THE, THE ONLY OTHER THING, UH, THAT I'D BE CURIOUS ABOUT IS THE NUMBERS THAT WERE SORT OF THROWN AROUND THAT A COUPLE MEETINGS, UH, AND SOME RESEARCH I'VE DONE SINCE THEN. UH, I, I'M, I'M JUST CURIOUS WHERE THESE ASTOUNDING NUMBERS, I HEARD 40 MILLION, 60 MILLION AND MAYBE MORE, UH, AND BASED ON RAW LAND, YOU KNOW, THIS IS NOT APPROVED FOR ANYTHING YET. IT HAS POTENTIAL CERTAINLY FOR, FOR, UH, DEVELOPMENT. BUT, UM, YOU KNOW, I'VE DONE SOME RESEARCH AND [00:10:01] TALKED TO SOME REALTORS AND, UH, IT SEEMS TO ME THAT, YOU KNOW, MAYBE THIS PROPERTY'S 15 TO 20 MILLION. I, YOU KNOW, I'M NOT AN APPRAISER, BUT CERTAINLY A A A TOWNSHIP BOARD COULD, UH, USE CONDEMNATION TO TAKE A PROPERTY. AND THROUGH THAT PROCESS, OF COURSE, AN ACCURATE APPRAISAL AND, AND, UH, SO FORTH COULD BE DONE TO REALLY DETERMINE WHAT THE VALUE OF THAT PROPERTY IS. IF THAT'S A CONSIDERATION, I WOULD, I WOULD ENCOURAGE THAT. THANKS SO MUCH. THANK YOU, BILL. APPRECIATE IT. ONE UP, EVERYONE SECOND, HAPPY NEW YEAR. MY NAME IS REGINA KFR SCHMIDT. I LIVE AT 9 78 SECOND AVENUE. MY HUSBAND AND I HAVE BEEN RESTORING FARM H HOUSE FOR MANY, MANY YEARS. SO WE LIVE VERY CLOSE TO THIS PROPERTY. WE APPRECIATE THIS PROPERTY AND WE'RE SADDENED BY WHAT MAY HAPPEN TO IT. I, TOO WAS AT THE MEETING AND IN SUPPORT OF LISA WAS A BIT SHOCKED WITH THE PLANNING COMMITTEE AND SOME OF THE THINGS THEY DIDN'T KNOW. AND SOME OF THE THINGS THAT WERE SAID, THE LAWYER, I DON'T THINK HE'S HERE TONIGHT, I APOLOGIZE. I DON'T KNOW HIS NAME, BUT HE WAS, SEEMED RESIGNED. OH, THERE IS A PRECEDENT IN WARCHESTER. THERE'S NOTHING WE CAN DO. I DON'T KNOW ANY LAWYERS LIKE THAT. MY NIECE IS A LAWYER. IF I SAY GOOD MORNING, SHE STARTS ORAL ARGUMENTS. AND HE WAS LIKE, WE HAVE TO DO IT BECAUSE THE WAR SISTER, WAR SISTER WISH SHIRE SAW US. I DON'T KNOW. BUT A LAWYER'S JOB IS TO FIGHT FOR ITS CLIENTS. I THINK WE'RE HIS CLIENTS. I THINK YOU'RE HIS CLIENTS WORKS WITH YOU FOR YOU. BUT WE ARE HIS CLIENTS. MAYBE HE LOVELY MAN, BUT MAYBE IT'S TIME TO RETIRE IF THE FIGHT'S GONE. AND THIS FACILITY THAT APPEARS TO BE THE FIT INTO THE ZONING LAW, WHICH LISA SO BEAUTIFULLY SAID, DOESN'T NO ONE COULD EXPLAIN. IS THERE A DOCTOR THERE, IS THERE A NURSE? IS THERE A CANDY STRIPER? WE DON'T HAVE CANDY STRIPERS, BUT YOU GET MY POINT. IT IS IT A 40 BED FACILITY? IF I HAVE A FIGHT WITH MY HUSBAND, I SAY, YOU GO SLEEP AT THE FACILITY TONIGHT. NOBODY COULD SAY WHAT THAT 40 POSSIBLY BED FACILITY WOULD DO. AND THAT'S WHAT THEY'RE HANGING THIS ON THE, I DON'T KNOW WHETHER IT WAS THE DEVELOPER OR HE WORKS FOR THE DEVELOPER, THE STAFF THAT WAS HERE. THAT GENTLEMAN NEVER LOOKED AT US ONCE. I COULD BARELY HEAR HIM. ANY TIME PEOPLE ASKED THEM TO POINT TO SOMETHING TO EXPLAIN IT WOULDN'T GET OUT OF HIS CHAIR, WOULDN'T POINT THE, YOU KNOW, DESIGN THE BLUEPRINT WAS NOT EVEN READABLE. HUGE. I HOPE WHOEVER DID THE BLUEPRINT ISN'T BUILDING, UH, BECAUSE YOU COULDN'T EVEN SEE, I DON'T EVEN KNOW WHAT, I DIDN'T KNOW WHAT WAS WHAT. AND WHEN WE SAID, WHERE IS THE, YOU KNOW, OPEN SPACE, WHEREAS THE, NOBODY WOULD TALK TO US ABOUT IT. SO IT, I'M NOT SURE HOW FAR THIS HAS GONE, BUT YOU GUYS HAVE A SAY IN, ARE WE GONNA STAY ROOTED IN HISTORY OR NOT? I MEAN, THIS GROUP DIDN'T EVEN SEEM TO KNOW THERE WAS AN OLD SCHOOL HOUSE. OKAY. THEY DIDN'T, SOME OF THEM DIDN'T KNOW THAT BURIES HAVE BEEN BOUGHT OR, UH, BURIED THERE. I MEAN, WE HAD SOME GREAT PEOPLE, LIKE THE GENTLEMAN JUST SPOKE WHO KNEW THINGS THAT I DIDN'T KNOW. BUT CERTAINLY THE PLANNING COMMISSION SHOULD KNOW. CERTAINLY THE DEVELOPER OR HIS PEOPLE SHOULD KNOW. THEY DIDN'T KNOW WE HAD A PROPERTY ACROSS FROM US THAT WAS DEEMED OPEN SPACE. WELL, EVERYBODY FROM HARRISBURG AND THE BROTHER WERE DOWN THERE COMBING THROUGH IT TO SEE WHAT THEY COULD FIND. CUZ THIS IS NATIVE AMERICAN LANDS. THEY DIDN'T SEEM TO HAVE ANY INTEREST IN THAT. SO SOMEBODY DOESN'T UNDERSTAND THE LAND THAT'S THERE AND WHAT WE HAVE AND WHAT'S GONNA HAPPEN IF IT GOES, DO I HAVE ACCESS TO THE RIVERFRONT ANYMORE? I COULDN'T TELL IF THEY WERE BUILDING ON THAT OTHER SIDE. OR IS THAT FOR THOSE RESIDENTS WHO JUST MOVE IN, DO THEY GET THE GLORY OF SOME OF THE MOST BEAUTIFUL PROPERTY WE HAVE IN THIS TOWNSHIP AND WE NO LONGER HAVE ACCESS? COULDN'T TELL. SO I JUST HOPE THIS IS LOOKED AT. AND THERE CAN BE ANOTHER MEETING WHERE WE, AND THERE WERE PLENTY OF PEOPLE THAT NIGHT COULD COME AND REALLY UNDERSTAND, BUT MORE THAN THAT, WE'RE RELYING ON YOU GUYS TO UNDERSTAND AND SAY, THIS IS NOT GONNA BE KING OF PRIA. I JUST DROVE THROUGH KING OF PACHA. [00:15:01] I DON'T WANNA LIVE ANYWHERE LIKE THAT. AND MOST OF US DON'T. SO I HOPE THAT YOU ARE TAKING THIS EXTREMELY SERIOUSLY AND YOU'RE HEARING US AND UNDERSTANDING THAT'S A BEAUTIFUL PIECE OF PROPERTY THAT THEY ARE GOING TO DEMOLISH. IT'S HEARTBREAKING. WE'RE WELL PASSED. THREE MINUTES. THANK YOU FOR YOUR COMMENTS. APPRECIATE IT. UM, I BELIEVE THAT THE PARK HOUSE IS GONNA BE ON THE PLANNING COMMISSION AGAIN, THE 18TH. IS THAT, UH, JANUARY 18TH? APRIL, YEAH. SO JANUARY 18TH WILL BE THE PLANNING COMMISSION MEETING AND PARKHOUSE WILL BE ON THERE AGAIN FOR MORE PUBLIC COMMENT THAT THEY WERE GIVEN TWO MEETINGS TO THIS. AND THEN, I DON'T KNOW WHEN THEY'LL BE ON OUR AGENDA. FEBRUARY, MAYBE MARCH, BUT IT WILL BE ON OUR AGENDA AFTER THAT. YEAH, YEAH. IF, IF THE PLANNING COMMISSION VOTES IT AND THEN THEY CAN GET, SEND IT TO US THREE WAYS, EITHER WITH A, RECOMMEND A NEUTRAL OR A RECOMMEND AGAINST. SO WE'LL SEE WHAT HAPPENS FROM THERE. I HEAR YOU. WILL THE COMMISSION HAVE QUESTIONS? I ASSUME I, I BELIEVE, I ASSUME THEY'RE WILL, BUT COMMENTS NEED TO BE MADE. PLANNING COMMISSION. OKAY. SORRY. HI, I'M MARK CONNOLLY, 2 0 9 MONTGOMERY AVENUE. THANK ALL OF YOU FOR THE TIME YOU PUT INTO, UH, WORKING IN THE TOWNSHIP. I REALLY APPRECIATE IT. I KNOW IT'S A LOT. UM, I DO AGREE WITH REGARD TO PARKHOUSE AND WHAT WE SAW THE OTHER NIGHT, THAT THE LAWYERS ARE KIND OF TAKING THE LEAD AND I, I'VE BEEN INVOLVED IN PHOENIXVILLE AND IN OTHER ENVIRONMENTS WHERE THE LAWYER D DOES WHAT THE PEOPLE WANT TO HAPPEN. AND I THINK IT'S VERY CLEAR THAT THIS PLAN IS SEEING OPPOSITION. SO I REALLY DO FEEL THAT THE OPINION OF THE LAWYER, WHICH IS DEBATABLE AS FAR AS WHETHER HE IS CORRECT OR NOT, I THOUGHT THAT IT WAS REVEAL REVEALING A KIND OF, UM, SURRENDER TO THIS PLAN. I REALLY THINK THAT SOMEONE SHOULD HAVE A CONVERSATION WITH THE LAWYER AND UNDERSTAND THAT HE'S WORKING FOR YOU, THAT HIS OPINION IS SHAPED BY THE STRATEGY THAT THE TOWNSHIP HAS. AND IF YOU ARE IN AGREEMENT THAT THIS PLAN DOESN'T FIT WHAT THE TOWNSHIP HAD IN MIND IN THE PLANNING, I'M, I ENCOURAGE YOU TO TAKE ACTION. AS BILL MENTIONED, YOU KNOW, I THINK THERE IS REASON TO HAVE MEETINGS AND READJUST THE VIEW GIVEN THE OPPOSITION TO THIS. AND I, I DO AGREE THAT THE VALUATION OF THIS PROPERTY IS UP IN THE AIR. UM, THAT'S ONLY GONNA HAPPEN IF THIS EMINENT DOMAIN IS MOVED FORWARD. UM, I UNDERSTAND THE EXPOSURE AND THE COMMITMENT THAT IT'S GONNA REQUIRE, BUT I THINK IT'S BEEN WELL STATED THAT THAT SPACE IS APPRECIATED AND, UH, AN ASSET TO THE COMMUNITY. SO I ENCOURAGE YOU TO TAKE AN ACTIVE ROLE IN THIS. I UNDERSTAND THE PLANNING COMMISSION'S DOING ITS WORK, BUT THERE'S NOT A PROBLEM WITH SE SENDING SOME SIGNALS THAT YOU WANT SOME HARDBALL PLAYED BECAUSE YOU DON'T LIKE WHAT YOU'RE SEEING. SO THANK YOU VERY MUCH. ANYONE ELSE LIKE TO MAKE COME ON. UH, WENDY WEATHER. I LIVE AT 3 34 MEADOWVIEW DRIVE IN TRAP. SO TECHNICALLY I'M NOT UPPER PROVIDENCE, BUT I AM NEARBY. I JUST WANNA THANK THE SUPERVISORS FOR THIS MEETING TONIGHT, AND I WOULD URGE YOU TO DEFEND THIS OPEN SPACE AREA THAT WE HAVE. I, IT SEEMS TO ME THAT THAT WHOLE, THAT I WAS AT THE MEETING THE LAST TIME AND THAT WHOLE INSTITUTIONAL ARGUMENT WAS A VERY FAR STRETCH TO SAY THAT THESE INDIVIDUAL 1200 UNITS IS AN INSTITUTIONAL, UH, DEVELOPMENT. IT CLEARLY THAT IS NOT THE CASE. THAT'S, THAT'S SUCH A STRETCH OF THE IMAGINATION. IT BOGGLES THE MIND. IT'S PROBABLY INSTITUTIONAL BECAUSE THE PARKHOUSE HAS BEEN THERE FOR WHAT, OVER A HUNDRED YEARS. THAT'S WHY IT'S INSTITUTIONAL AND OPEN SPACE. AND I WOULD JUST URGE YOU TO DEFEND THAT OPEN SPACE. I THINK IF YOU HAD PULLED THE NUMEROUS PEOPLE THAT WERE HERE AT THE LAST MEETING, YOU WOULDN'T HAVE FOUND ONE PERSON OF UPPER PROVIDENCE IN THE AUDIENCE THAT WAS IN FAVOR OF THAT PLAN. AS FAR AS I CAN TELL, THE RESIDENTS OF UPPER PROVIDENCE [00:20:01] ARE AGAINST IT. WE, IN ADJOINING COMMUNITIES ARE AGAINST THIS OVERDEVELOPMENT BECAUSE ONCE BEAUTIFUL OPEN SPACE LIKE THAT IS DEVELOPED, ONCE IT'S GONE, IT'S GONE. YOU'RE NEVER GONNA RECLAIM THAT. SO I WOULD JUST URGE YOU TO DO EVERYTHING IN YOUR POWER TO DEFEND THE OPEN SPACE INSTITUTIONAL ZONING AND PREVENT THIS OVERDEVELOPMENT OF THIS BEAUTIFUL AREA. AND I DO AGREE THAT I THINK JOE BRES AND THE ATTORNEY SHOULD BE WORKING FOR UPPER PROVIDENCE AND CERTAINLY SHOULD NOT JUST BOW DOWN BECAUSE SOME DECISION WAS MADE IN WARCHESTER. THIS IS UPPER PROVIDENCE. WE NEED TO FIGHT THIS AND DEFEND OUR TERRITORY, THE OPEN SPACE THAT SO MANY IN THIS, THIS COMMUNITY LOVE AND WOULD LIKE TO PRESERVE. THANK YOU. THANK YOU, THANK YOU. ANYONE ELSE? SEEING NO ONE ELSE, UH, RISING. UH, WE WILL MOVE FORWARD WITH THE MEETING. THANK EVERYONE FOR THEIR COMMENTS. APPRECIATE IT. ALL RIGHT. AND OUR FOLKS GOT OUT THERE AND HAD FREEZING COLD WEATHER. UH, WE DROVE OUR BACKHOES DOWN THERE, WE TOOK OUR TRUCKS AND OUR CHAINSAWS PICO CAME WITH A FLEET OF TRUCKS AND WE GOT IT TAKEN CARE OF. AND, AND OUR FOLKS WERE OUT THERE WORKING IN THAT THE WHOLE TIME. AND IT WAS JUST A FANTASTIC JOB. ANOTHER GREAT TEAM EFFORT BY THE TOWNSHIP. I CONGRATULATED TIM. IF THERE'S NO OTHER COMMENTS, I'LL GO. OH, GO RIGHT AHEAD, PLEASE. HANG ON. I GET THIS RED THING CONFUSED HERE. , I, I WANTED TO BRING EVERYBODY'S ATTENTION TO THE FACT THAT ON OCTOBER 24TH OF THIS COMING YEAR TO OCTOBER 29TH, WE ARE BRINGING THE WALL THAT HEALS TO THE TOWNSHIP. UM, UH, IF ANYBODY DOESN'T KNOW WHAT THE WALL THAT HEALS IS, IT'S A THREE QUARTER REPLICA OF THE VIETNAM MEMORIAL THAT'S IN WASHINGTON, DC. UM, WE ARE GOING TO NEED A TON OF VOL, SOMEWHERE BETWEEN TWO AND 300 VOLUNTEERS FOR THIS PROJECT. UM, IF YOU GUYS WANNA PASS IT AROUND, YOUR NEIGHBORS, ANYBODY THAT WANTS TO GET INVOLVED WITH THIS, YOU CAN CONTACT ME OR THE PARK AND REC, UH, DIRECTOR. UM, WE'LL BE HAPPY TO TAKE ANY VOLUNTEERS THAT WANT TO. UM, IT'S A WORTHWHILE CAUSE. UM, AND I'M, I'M LOOKING FORWARD TO THIS PROJECT. WHAT KINDA VOLUNTEERS? I'M, I'M SORRY MA'AM. I'M HARD OF HERE. AND I, WHAT KIND OF VOLUNTEERS WE NEED? WE JUST NEED BODIES AND HANDS. WE'LL FIND A JOB FOR YOU. YOU KNOW, WE DON'T EXPECT YOU TO HAMMER OR DO WHATEVER ELSE. IT'S LIKE, THERE ARE, THERE'S, UH, ONE OF, ONE OF THE THINGS THAT WILL, UH, WE NEED VOLUNTEERS FOR, UH, OUR PEOPLE JUST TO BE THERE TO GIVE DIRECTION TO THE PEOPLE THAT ARE COMING TO THIS EVENT. UM, YOU'LL, UM, THOSE PEOPLE THAT ARE GOING TO DO THIS, THEY'LL BE TAUGHT WHAT TO DO. THEY'LL BE TOLD BY THE PEOPLE THAT RUN THE WALL, UM, WHAT TO SAY TO PEOPLE. THEY'LL GIVE YOU ALL THE INFORMATION THAT YOU'RE GONNA NEED FOR ALL THE QUESTIONS THAT PEOPLE WILL BE ASKING YOU. THERE'S, UH, LOTS OF OTHER, THERE WILL BE PEOPLE THAT WILL BE NEEDED FOR HAND, UM, PUTTING, PUTTING THE WALL UP PEOPLE FOR TAKING IT DOWN, UM, WILL NEED SOME VOLUNTEERS, UH, TO DO A LITTLE BIT OF FUNDING, UH, FOR THIS THING. UM, THERE ARE OTHER AREAS, UM, THERE ARE A BUNCH OF OTHER AREAS THAT WE, THAT WILL NEED VOLUNTEERS FOR. UM, SO TRUST ME, I'M SURE THAT WE CAN FIND THE PLACE FOR YOU IF YOU DECIDE TO, YOU KNOW, JOIN THE CALL. THANK YOU. JOHN. DOES IT STAY UP FOR HOW LONG? HOW LONG? IT'S DAYS, RIGHT? IT HAS TO BE WATCHED OVERNIGHT. IT COMES, IT COMES IN. IT'LL, THEY'LL, THERE'LL BE A, UM, KEEP FORGETTING. IT'S NOT A PARADE. THINK IT'S A MEMORIAL. NO, IT'S A, I FORGET THE THING. THEY GO, IT'LL BE A MOTORCYCLE ARCADE ON THE WAY IN. THEY MEET, THEY MEET THE WALL ABOUT AN HOUR OUT. THEY BRING THE WALL IN. UM, THERE'LL BE PEOPLE, THERE'LL BE PEOPLE THERE ON SITE THAT START PUTTING IT UP. UM, IT'S A, IT'S A TRACTOR TRAILER THAT HAS A LOT OF INFORMATION ON IT.
