I'M GOING TO HAVE A STATEMENT FROM THE BOARD TONIGHT, AND THEN WE'RE GOING TO HAVE A MOMENT OF SILENCE.

AFTER THAT.

WE WOULD LIKE TO RECOGNIZE OUR POLICE AND FIREFIGHTERS TONIGHT.

OUR BOARD WAS BRIEFED TONIGHT ABOUT TWO RECENT INCIDENTS.

ONE OCCURRED HERE IN OUR TOWNSHIP AND THE OTHER EFFECTED A MEMBER OF OUR UPPER PROVIDENCE FIREFIGHTING COMMUNITY.

THE FIRST INCIDENT OCCURRED WEDNESDAY.

LAST TWO OF OUR POLICE OFFICERS BACKED BY AN OFFICER FROM LIMERICK TOWNSHIP AND EVENTUALLY BY MONTGOMERY COUNTY SWAT, THE WESTERN REGION RESPONDED TO THIS INCIDENT AT APPROXIMATELY 3:00 AM.

A NINE 11 CALL WAS MADE BY A TOWNSHIP RESIDENT ABOUT A FAMILY MEMBER WHO WAS HAVING A MENTAL HEALTH ISSUE WAS ARMED, BUT THEY BELIEVE TO BE HARMLESS.

OUR OFFICERS ARRIVED ON THE SCENE AND APPROACHED THE SUSPECT IN HIS VEHICLE WITHIN SECONDS OF ASKING THE SUSPECT WHAT'S GOING ON IN OUR YOU, RIGHT? OUR OFFICERS WERE FIRED UPON AND HAD TO SEEK COVER.

THE EVENT LASTED APPROXIMATELY THREE HOURS.

THE CONCLUSION OF THE EVENT WAS THE WOUNDING OF THE SUSPECT AND HIM BEING TAKEN INTO CUSTODY.

THE SUSPECT HAS BEEN CHARGED WITH ATTEMPTED MURDER OF TWO POLICE OFFICERS AND VARIOUS OTHER FELONIES.

AND WE'RE COMPLETE ACCOUNT OF THIS IS IN A PRESS RELEASE ON THE MONTGOMERY COUNTY DISTRICT ATTORNEY'S WEBSITE.

THE BOARD WOULD LIKE TO THANK AND COMMEND OUR OFFICERS AND ALL THOSE WHO RESPONDED TO THIS INCIDENT FOR THEIR HEROIC ACTIONS TO PROTECT OUR COMMUNITY.

THE SUSPECT HAD SEVERAL FIREARMS AND AMPLE AMMUNITION AND COULD HAVE DONE A GREAT DEAL OF DAMAGE.

IF THIS SITUATION HAD NOT BEEN CONTAINED, WE WILL HAVE THESE OFFICERS BEFORE US FOR OFFICIAL COMMENDATION WHEN APPROPRIATE OUR PRIORITY RIGHT NOW IS TO SUPPORT THE PROSECUTION OF THE SUSPECT BAR DISTRICT ATTORNEY'S OFFICE.

SADLY, THE SECOND INCIDENT OCCURRED LAST NIGHT ON INTERSTATE 95 NEAR THE SPORTS COMPLEX IN PHILADELPHIA, TWO STATE TROOPERS RESPONDED TO A REPORT OF SOMEONE WALKING ON THE HIGHWAY.

THE TROOPERS WERE ASSISTING THE PEDESTRIAN AND GETTING OFF THE HIGHWAY WHEN BOTH THE TROOPERS AND THE PEDESTRIAN WERE STRUCK AND KILLED BY A VEHICLE TRAVELING AT A HIGH RATE OF SPEED.

THE TROOPERS WERE 33 YEAR OLD MARTIN F MAC, THE THIRD AND 29 YEAR OLD BRENDAN T CISCO TROOPER.

CISCO WAS A PART OF OUR FIREFIGHTING FAMILY HERE IN UPPER PROVIDENCE.

BRENDAN SERVED AS A FULL-TIME FIREFIGHTER HERE IN THE TOWNSHIP BEFORE BECOMING A STATE TROOPER AND CONTINUED TO SERVE AS A PART-TIME FIREFIGHTER.

BRANDON ALSO SERVED AS A CHIEF AND THE TRAP VOLUNTEER FIRE COMPANY.

I ASKED THAT WE OBSERVE A MOMENT OF SILENCE IN HONOR, OF THESE TWO TROOPERS WHO GAVE THEIR LIVES IN SERVICE OF THEIR COMMUNITY.

UH, THE PEOPLE THAT OWN THE PROPERTY AT 1752 RIDGE PIKE, KEYHOLE CONSTRUCTION, UM, I THINK THEY CAME IN AUGUST FOR A VARIOUS TO EXTEND THE NON-CONFORMING USE ON THE RESIDENTIAL PROPERTY.

UM, WHAT THEY'VE DONE NOW IS FOR, I GUESS, SINCE THEY WERE DENIED, UH, THE VARIANTS, THEY NOW HAVE, UM, PROCEEDED TO DUMP TONS OF CONSTRUCTION WASTE BACK ON THAT PROPERTY.

AND

I'VE GOTTEN MONTGOMERY COUNTY INVOLVED, THE CONSERVATION UNIT, THE DDPS INVOLVED.

UM, THE ONLY RESPONSE I'VE GOTTEN BACK FROM THE TOWNSHIP IS THAT, UM, BASICALLY THEY'VE ASKED HIM TO STOP, BUT AT THIS POINT, TRUCKS ARE RUNNING ALL NIGHT AND DAY.

IT'S DUMPING WASTE IT'S AS CONSTRUCTION WASTE.

UH, WE HAVE ALL THE RESIDENTS AROUND THAT PROPERTY AND IT'S ALL OUR DRINKING WATER.

I DON'T KNOW WHAT'S IN THERE AND NOBODY SEEMS TO BE DOING ANYTHING ABOUT, I HAVE BEEN, I'VE GOTTEN THOSE LETTERS.

I'VE GOTTEN THOSE EMAILS FROM THE SHOWMAN AND, AND MANY OTHERS IN THE AREA.

OUR ORDINANCE HAS JUST DON'T COVERING LIKE THIS.

IT'S AN EXISTING NONCONFORMITY AND HE'S CONTINUING THE NONCONFORMITY.

IT'S NOT IDEAL.

I'VE TALKED TO MONTGOMERY COUNTY CONSERVATION DISTRICT AS WELL AND, AND ENVIRONMENT DEPARTMENT OF ENVIRONMENTAL PROTECTION IN THE HOPES THAT THEY COULD DO SOMETHING TO STOP HIM, JOE.

AND I'VE TALKED ABOUT THIS.

THERE'S JUST NOTHING IN OUR ORDINANCE THAT CAN ALLOW HIM TO STOP IT.

HE HAS THE DECISION AND WE'RE HOPING TO COME TO SOME SORT OF RESOLUTION THROUGH THAT APPEAL, BUT THAT PROCESS HAS TO PLAY OUT IN THE COURTS.

SO, UH, WE'RE, WE'RE AWARE OF IT AND I WOULD LOVE TO FIX IT, BUT I JUST DON'T HAVE ANYTHING FROM A REGULATORY STANDPOINT, THAT'S GOING TO STOP HIM.

AND MY LAST EMAIL FROM MY ATTORNEY, UM, HE SAID THE NUMBER OF ORDINANCES THAT THEY WERE AGAINST KNOWING ENLISTED THE, THE AMOUNT OF FINES THAT HE COULD BE LEVIED AGAINST HIM.

UM, NOTHING'S GOTTEN BACK TO US ON THAT.

LIKE I SAID, THE ONLY ANSWER I'VE GOTTEN IS THAT WE HE'S BEEN ASKED TO STOP, BUT HE DOES IT.

I HAVE LIVED IN THIS TOWNSHIP ALL MY LIFE, AND THIS IS THE FIRST I'VE HEARD THAT TRAP HISTORICAL SOCIETY COVERS UPPER PROVIDENCE TOWNSHIP.

IT'S A SECRET, UH, I DON'T KNOW WHAT THEY'RE GOING TO BE DOING IN OUR TOWNSHIP.

UH, WE'VE ALWAYS SUPPORTED THE SPRINGFIELD HISTORICAL SOCIETY AND WHENEVER WE'VE NEEDED INFORMATION ON OUR HOMES, UH, WE'VE CONTACTED MONTGOMERY COUNTY HISTORICAL SOCIETY.

SO I SUGGEST THAT IF YOU'RE GOING TO START DONATING TO THE TRAP HISTORICAL SOCIETY, YOU MAY HAVE TO ALSO DONATE TO THESE OTHER HISTORICAL SOCIETIES.

UM, I DID, UM, A COUPLE OF YEARS AGO, MONTGOMERY COUNTY HISTORICAL SOCIETY WAS DOING AN INVENTORY OF ONE ROOM, SCHOOL HOUSES.

AND I SUBMITTED, UH, THERE WAS A ONE ROOM SCHOOL HOUSE UP THE ROAD FROM ME ON OLD STATE ROAD.

IT'S A 200 BLOCK.

MY FATHER WENT TO THAT SCHOOL HOUSE, UM, AS, AS A STUDENT, UM, HE WAS BORN IN 1915.

SO THAT GIVES YOU SOME IDEA OF HOW OLD THAT PLACE IS.

UM, THEY ARE DOING AN INVENTORY OF THEM IF YOU KNOW, TRAP CAN HELP US, UM, AND OBTAINING THAT BECAUSE THAT IS NOW THE PROPERTY OF SCOTT RIFKIN AND COMPANY, WHOEVER, WHOEVER HIS COMPANY IS, UH, I DON'T KNOW IF WE COULD ENCOURAGE THEM TO DONATE THE BUILDING TO US ALONG WITH A FEW ACRES OF GROUND SURROUNDING IT.

WE ARE CALLED HISTORIC TRAP AS OF JANUARY 1ST, 2020.

UM, AND THAT ORGANIZATION IS THE RESULT OF A MERGER BETWEEN TWO NONPROFITS.

THEY'LL FOCUS ON LOCAL HISTORY AND THE TRAP AREA.

SO ONE OF THOSE WAS CALLED THE SPEAKER'S HOUSE, WHICH IS THE HOME OF FREDERICK MUELLENBERG THEY'RE CROSSING THE TRAP SHOPPING.

AND THEN THE OTHER ONE OF THOSE HAS A VERY LONG NAME THAT YOU SEE ON THE SCREEN.

UM, THE HISTORICAL SIDE OF TRAP COLLEGE, WELL PERKIN VALLEY.

SO WE REALIZED THAT WE REALLY NEEDED TO COMBINE OUR EFFORTS IN PRESERVING LOCAL HISTORY.

WE MERGED THOSE TWO ORGANIZATIONS INTO ONE THAT WENT INTO EFFECT JANUARY 1ST, 2020 OF COURSE, RIGHT BEFORE COVID WAS UNLEASHED ON ALL OF US.

UM, SO, YOU KNOW, WE WEREN'T ABLE TO BE OPEN TO THE PUBLIC AND DOING A LOT OF THE MARKETING AND PROMOTION THAT WE WOULD HAVE LIKED TO HAVE THAT, UM, NEW ENTITY.

UM, BUT SO WHAT I WANT TO DO TONIGHT, I COULD HAVE THE NEXT SIDE PLEASE, UM, IS TO JUST EXPLAIN SORT OF WHO WE ARE, WHAT WE DO, AND PARTICULARLY I'M TRYING TO EMPHASIZE, UM, WHAT WE DO THAT BENEFITS THE RESIDENTS OF UPPER PROVIDENCE TOWNSHIP IN ADDITION TO THE TRAP AREA.

UM, SO FIRST OF ALL, AS PART OF OUR CORE MISSION, WE DO MAINTAIN FOR HISTORIC SITES AS WELL AS TWO GARDENS, UM, WHICH ARE OPEN TO THE PUBLIC IN ADDITION TO PRESERVING A LARGE COLLECTION OF, UM, SORT OF MUSEUM OBJECTS, YOU KNOW, ANTIQUES, UH, RARE BOOKS, MANUSCRIPTS, UM, THAT FOCUS ON LOCAL HISTORY AND BY LOCAL HISTORY.

UM, I'M TALKING ABOUT SORT OF THE HISTORICAL PROVIDENCE TOWNSHIP AREA.

SO IF WE DIG BACK IN OUR HISTORY BOOKS, HOPEFULLY WE REMEMBER THAT THIS WHOLE REGION WAS ONCE CALLED PROVIDENCE TOWNSHIP AND THE SETTLEMENT WAS JUST KNOWN AS PROVIDENCE.

YOU KNOW, THIS IS BACK WHEN HENRY MUELLENBERG IMMIGRATED FROM GERMANY.

HE JUST SAID HE LIVED IN PROVIDENCE, EVENTUALLY A TINY VILLAGE CALLED THE TRAP, YOU KNOW, SPRANG UP WITH LIKE 12 HOUSES IN IT BY 1800.

SO WE'RE TALKING A VERY, VERY SMALL SETTLEMENTS.

IT'S NOT UNTIL 1805 THAT IT'S DIVIDED INTO UPPER AND LOWER PROVIDENCE TOWNSHIPS AND TRAPPING COLLEGE WILL, IS DON'T EVEN COME AROUND UNTIL 1896.

SO THEY'RE LIKE RECENT HISTORY, AS FAR AS ALL OF THIS GOES, WE'RE TRYING TO TAKE THE LONG VIEW OF THE REGIONAL HISTORY AND KIND OF PUT IT ALL TOGETHER UNDER ONE UMBRELLA.

SO IN OUR RESEARCH LIBRARY AND ARCHIVES, UM, WE MAINTAIN, YOU KNOW, HISTORICAL RECORDS FROM THE WHOLE REGION, UM, SPREADING, YOU KNOW, EVEN JUST BEYOND THE TRAP AREA AND TO PERKIOMEN TOWNSHIPS, UH, LIMERICK TOWNSHIP IS LOWER PROVIDENCE, YOU KNOW, BECAUSE ALL THESE FAMILIES MOVED AROUND AND WERE CONNECTED WITH ONE ANOTHER.

UM, WE ALSO DO A WHOLE LOT OF EDUCATIONAL PROGRAMS. WE OFFER A LOT OF COMMUNITY EVENTS, WE DO BEAUTIFICATION EFFORTS.

UM, AND THEN PARTICULARLY WE DO A LOT OF HISTORIC PRESERVATION CONSULTING AND RESEARCH, UM, BOTH FOR MUNICIPALITIES, INCLUDING OPERA PROVIDENCE TOWNSHIP.

UM, WE'RE WORKING WITH COLLEGE WHEELBARROW RIGHT NOW AS WELL, AND ALSO FOR PRIVATE HOMEOWNERS.

AND I'M GOING TO HIGHLIGHT SOME EXAMPLES, UH, IN THE PRESENTATION OF THAT.

UM, YOU SEE THERE ON THE SCREEN, THE FOUR HISTORIC SITES THAT WE MAINTAIN, AND I'LL TALK A LITTLE BIT ABOUT THEM NEXT.

UM, SO FIRST OF ALL, I MENTIONED, WE HAVE THESE FOUR SITES IN THESE TWO GARDENS.

SO ONE OF THESE BUILDINGS THAT YOU HOPEFULLY HAVE DRIVEN BY ON TRAPS MAIN STREET IS THE HENRY MUELLENBERG HOUSE, WHICH WAS RESTORED IN THE 1990S THE NEXT TIME.

UM, SO WE HAVE TO MAINTAIN THESE HISTORIC BUILDINGS.

AND SO THIS INVOLVES A LOT OF DIFFERENT RESTORATION EFFORTS AND YOU SEE HERE THE NEW ROOF THAT WENT ON THE MUELLENBERG HOUSE, UM, JUST COMING UP ON TWO YEARS AGO.

UM, AND WE HAD EXPERIENCED AND HOW TO DO THIS BECAUSE A FEW YEARS BEFORE WE HAD DONE THE ROOF RESTORATION AT THE SPEAKER'S HOUSE PROJECT, AND YOU SEE THERE, A LOT OF DIFFERENT COMMUNITY MEMBERS ACTUALLY

UM, MAIN STREET, THE OLD 4 22 IS BASICALLY THAT COLONIAL SUPER HIGHWAY TRANSPORTING PEOPLE AND GOODS FROM PHILADELPHIA TO REDDING.

AND SO THERE WAS A LOT OF TAVERNS THROUGHOUT THE REGION.

UM, AND ONE OF THEM LATER ON WAS THE DEWEY'S TAVERN.

SO WE RESTORED THE TAVERN ROOM THAT YOU SEE HERE, UM, WHICH IS WHAT GREETS VISITORS WHEN THEY ENTER THE DOOR.

AND THEN HERE, I'M SHOWING YOU A LOOK AT SOME OF OUR EXHIBITION GALLERIES.

AND SO THIS BUILDING, LIKE I SAID, WAS COMPLETELY RENOVATED, ESPECIALLY ON THE FIRST FLOOR IN 2019.

AND WE HAVE THAT POSITIONED SORT OF ON THE WALLS, RIGHT BY ROUTE ONE 13.

AND WE ENCOURAGE VISITORS, YOU KNOW, THAT THEY CAN LITERALLY DRIVE DOWN ONE 13 AND SORT OF DRIVE THROUGH THE VIEW OF THAT PAINTING EVEN TO THIS DAY.

AND SO PEOPLE REALLY ENJOY GETTING OUT AND VISITING THAT PART OF UPPER PROVIDENCE AFTER THEY'VE TOURED THE GALLERY.

UM, AND SO WE WORKED WITH PICO TO GET PERMISSION BECAUSE THEY OWN THE LAND THAT IT WAS ON TO REPLACE IT WITH A MUCH NICER LOOKING, UH, SIGN ON THE LEFT AND TRY TO GET AS BROAD OF A REPRESENTATION AS POSSIBLE OF OTHER NON-PROFITS NEXT SLIDE.

AND THEN HERE'S WHERE THE ST LUKE'S CEMETERY COMES IN.

SO WE DO TRY TO WORK WITH THE CHURCH, UM, THAT OWNS THE CEMETERY AS MUCH AS WE CAN.

AND WE GET A LOT OF REQUESTS FROM, UM, BOY SCOUT TROOPS, FOR EXAMPLE, THROUGHOUT THE REGION, LOOKING FOR EAGLE SCOUT PROJECTS.

AND SO WE HAD ONE STUDENT, UH, ONE SCOUT WHO APPROACHED US LOOKING FOR A PROJECT, AND HE TOOK ON THE RESTORATION OF THIS CAST IRON FENCE, WHICH WAS AN ENORMOUS PROJECT.

UM, THE ROAD SALT HAD JUST KIND OF TURNED THE FENCE INTO SWISS CHEESE AT THE LOWER LEVEL.

UM, AND SO HE WORKED, UM, WITH ANVIL, UH, WELDING, WHICH I THINK IS BASED OUT OF EITHER WARS FOR IT OR, UH, SPRING CITY.

I THINK THEY HAVE A ROSE FOR THE DRESS.

UM, BUT THEY WORKED WITH US ON THIS, UM, AND WITH THE STUDENT AND WE HELPED RAISE THE FINES AND WORK WITH THE CHURCH TO RESTORE THAT I'M THIS FINE STATES TO THE 1870S.

THESE WOULD HAVE BEEN ALL OVER THE REGION, AND THIS IS ONE OF THE ONLY ONES THAT SURVIVES.

UM, AND WE KNOW THAT BECAUSE THERE A MANUFACTURER'S LOGO ON IT AND I CAN GOOGLE THAT AND PULL UP THAT PROVIDENCE INDEPENDENT NEWSPAPER, AND I FOUND THE AD FOR THE MANUFACTURER.

SO WE'RE LUCKY WE HAVE THAT NEWSPAPER, UH, NEXT SIGN.

AND I GOT AN UPDATE TODAY THAT, UM, OUR FLOOD GAUGE SYSTEM SHOULD BE ONLINE, UH, WITHIN THE NEXT COUPLE OF WEEKS.

I'M HOPING AT THE NEXT MEETING, I CAN GET THE DEMO SO THAT, THAT SHOULD BE UP, UP AND RUNNING.

I'VE BEEN TRYING TO STAY IN TOUCH WITH HER, AND WE REALLY DON'T HAVE MANY THINGS IN OUR TOOLBOX, UH, TO TRY TO, UM, UH, ADDRESS OR MITIGATE SHORT OF, UH, SPINNING A LOT OF MONEY ON AN ACOUSTIC NOISE OR ACOUSTICS ENGINEER FOR ONE PERSON.

UM, SO WHAT WE'RE TRYING TO DO IS, UM, WORKING THROUGH THE COUNTY HEALTH DEPARTMENT TO SEE IF THERE'S ANY, UM, MEASURES THROUGH THE COUNTY HEALTH CODE THAT WE COULD TRY TO WORK WITH GPI TO SEE WHAT THE ISSUE IS WITH THAT PARTICULAR HOUSE SOUND TRAVELS, UM, IN WEIRD WAVES.

AND IT AFFECTS CERTAIN PEOPLE IN CERTAIN NEIGHBORHOODS.

AND, UH, SO WE'RE, IT'S ONE OF THOSE THINGS THAT CAN EASILY GO THROUGH THE CRACKS THAT WE'RE TRYING TO KEEP IT ON OUR RADAR SCREEN.
